Animal Shelter Manager
This position is open until filled; review of candidates begins on October 23, 2024. Under supervision of the Chief Animal Control Officer or Chief of Police, the Animal Shelter Manager supervises and provides basic care for animals kept in the city animal shelter. This position supervises and ensures shelter employees are following proper policy and procedures, oversees the adoptions and foster program, the volunteer program, and any other programs that are run out of the shelter. Performs the duties of the Chief Animal Control Officer when unavailable and assists the Chief ACO as the need arises.
Knowledge and Skills Required:
- Animal Shelter best practices.
- Proper care for different species of domestic animals.
- Methods of euthanasia and record keeping of controlled drugs.
- City, State, and Federal statutes, rules, codes, ordinances, and regulations regarding animals.
- Supervision and training of shelter staff and volunteers.
- Marketing and Advertising via social media.
- Communication and customer service.
- Working under pressure, organization, prioritization, and mediating difficult and potentially hostile situations.
- Microsoft Office Suite.

MINIMUM QUALIFICATIONS:
A High school diploma or GED, and two (2) years of college or two (2) years of related experience working with animals; or an equivalent combination of education and experience. Ability to work a flexible schedule to include evenings, weekends, and holidays. Must have, or the ability to obtain and maintain, an Alaska Driver’s license.

PRIMARY DUTIES AND RESPONSIBILITIES:
- Manages the day-to-day operations of the Animal Shelter; develops concepts and strategies for achieving goals and objectives.
- Cleaning, feeding, and caring for the animals when required.
- Assists in hiring shelter personnel. Responsible for training, scheduling, supervising, and evaluating shelter personnel.
- Administers and enforces Title 6 of Valdez Municipal Code.
- Administers record keeping for the shelter.
- Stays current on animal sheltering best practices and implements them for sanitation, preventative medical care, medical treatments, intake procedures, scheduling of medical procedures and surgeries.
- Ensures shelter employees receive training annually in shelter related areas.
- Fosters a positive work environment with an emphasis on teamwork and collaboration with staff, city departments, outside agencies, and customers.
- Analyzes efficiency of shelter operations and reports findings and recommendations for improvements.
- Responsible for the shelter's social media accounts.
- Responsible for ordering and stocking supplies and equipment used in the shelter.
- Assists and supervises general office functions including customer service, adoption placement, records management, foster placement, and computer entry.
- Directs shelter staff in the performance of basic animal care including cleaning and feeding animals, medical care, restraint, and infection control procedures according to policy.
- Ensures the safety and sanitation of the facility.
- Ensures employees follow Valdez Animal Shelter policies & procedures, Valdez Police Department policies and procedures, and City of Valdez policies and procedures.
- Prepares reports and paperwork related to both animal shelter and animal control.
- Performs, assists with, or schedules euthanasia when required.
- Assists with cremations and taking in animals to be cremated.
- Organizes transfer of animals to other shelters, rescues, etc.
- Arranges the transport of animals to the veterinarian’s office, other shelters, rescues, or to their permanent home.
- Assists the public with animal-related questions and concerns.
- Works with the city emergency manager and chief animal control officer in developing and implementing emergency evacuation and sheltering for animal shelter animals along with citizens' animals.
- Performs the duties of the chief animal control officer as needed.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS:

- Animal Shelter best practices.
- Incident Command System (ICS) Operations.
- First aid and cardio-pulmonary resuscitation (certification), both animal and human.
- Proper care for different species of domestic animals.
- Methods of euthanasia and record keeping of controlled drugs.
Skill in:
- Providing excellent customer service.
- Supervising staff and volunteers.
- Working under pressure, organization, prioritization, mediating difficult and possible hostile situations.
- Maintaining composure and professionalism when dealing with stressful situations.
