SALARY: The salary range for this position is $76,423.34 to $119,103.64 for Schedule A, and $76,423.34 to $113,148.46 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The Office of Attorney Ethics (OAE) acts as the investigative and prosecutorial arm of the Supreme Court of New Jersey in discharging the Supreme Court’s constitutional responsibility to supervise and discipline New Jersey attorneys. The OAE mission is to preserve public confidence in the reputation of the Bar and to protect the public from lawyers who fail to comport with high professional standards articulated in the New Jersey Rules of Professional Conduct. As part of the Supreme Court’s newly-implemented path to readmission for disbarred attorneys, the New Jersey Judiciary, Office of Attorney Ethics is seeking a motivated individual who works well under time guidelines to join a new unit created to respond to readmission petitions. This position is part of our complex investigations group and would be responsible to investigate petitions for reinstatement, complex financial matters, including conducting forensic audits and analysis of financial records. The position requires a blend of the knowledge and skill of an accountant along with the experience of a seasoned investigator. These investigations often involve the reconstruction of an attorney's financial records through the review of client files and subpoenaed bank records.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high-speed home internet access.
- Review existing case files and records to assist Deputy Ethics Counsel in the litigation of readmission hearings and reinstatement petitions.
- Review Petitions for Reinstatement and Readmission and analyze the factual assertions made by Respondents.
- Obtain and review prior disciplinary files including closed files.
- Carefully review files involving disbarment by consent to determine the full extent of Respondent's violation of the Rules of Professional Conduct.
- Contact and interview grievants and other parties impacted by Respondent's misconduct to solicit their input or view with regard to reinstatement.
- Conduct financial review and reconstruction as may be required.
- Obtain other government records including records of convictions and adjudications for disorderly persons offenses.
- Obtain records from other parts of the attorney regulatory system including the New Jersey Lawyers Fund, Committee on Character.
- Conduct interviews, gather evidence and document findings; analyze and reconstruct, when necessary, attorney trust and business account records in order to determine proper handling of trust funds.
- Develop and implement policies and/or procedures to ensure efficient operations. Mentor and coach other Financial and Administrative Specialists in areas of specific expertise as necessary for the nature and complexity of the cases assigned throughout the Investigative Group. Keep abreast of current trends, laws and rules.
- Prepare accurate and detailed investigative reports in order to effectively communicate facts and findings of the investigation, indicating conclusions and recommendations. Excellent writing skills are required.
- Conduct complex financial investigations.
- Conduct financial review and reconstruction in complex financial investigations.
- Administer demand audits and interviews consistent with OAE process and procedure.
- Render trial assistance to Deputy Ethics Counsel in disciplinary hearings or reinstatement proceedings and testify effectively as to the conduct and results of the investigation.
- Interface with law enforcement agencies and other disciplinary agencies to obtain records of criminal matters disciplinary adjudications in other jurisdictions.
- Timely report to the Chief of Readmission regarding matters ripe for disposition by way of ATS pursuant to R. 1:20-14.
- Maintain accurate reports of all untriable matters pending motion for final or reciprocal discipline.
- Report at least quarterly to the Chief of Investigations and Chief of Motions with regard to the untriable matters.
CPA or CFE credentials are preferred, as well as demonstrated experience conducting financial audits and investigations.
Regular and predictable physical presence at the worksite is an essential function of this position.
Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credit hours in accounting, business administration, economics, public administration and/or finance. Twelve of these credit hours must be in accounting and five years of professional accounting, finance, auditing and/or budgeting experience.
Substitution: Applicants who do not possess the required education, but do possess the 21 accounting, business administration, economics, public administration, and/or finance credit hours, including 12 accounting credit hours, may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. A master's degree in business or public administration, economics, accounting or finance may be substituted for one year of general experience
-OR- a CPA designation may be substituted for one year of general experience as indicated above.

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
