Job Description
The Program Analyst II or III for the Housing and Community Development Section is responsible for administering funds from the Department of Housing and Urban Development and other sources. This position makes a positive impact on Gwinnett County by being an integral part of the team’s efforts to identify, obtain, and manage grant funds that support affordable housing, home ownership, small businesses, and other community needs. This position reports directly to the Housing Deputy Division Director.
Essential Duties- Administering the CDBG Homeowner Rehabilitation Program and Homestretch Down payment Assistance Program funded through the CDBG and HOME programs
- Managing application process for both housing programs to determine client and property eligibility
- Ensuring proper compliance with requirements and standards associated with each program
- Tracking and reporting relevant impacts and results of both programs
- Providing consultation and assistance to program clients, contractors, lenders, realtors, and the public on program offerings and eligibility requirements
- Identifying and researching potential new funding sources
- Working collaboratively with the division’s building inspector to create workflows, assign responsibilities, and coordinate on client cases to establish program timelines and objectives
- Performing other duties as assigned by Housing and Community Development Division leadership
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
Program Analyst II - The grade for this position is C43(1)
- Bachelor's Degree in Finance, Public Administration, Business Administration , or a closely related field AND
- Two years of professional auditing or analyst experience, including one year of project management experience
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
- Valid Driver's License from state of residency
Program Analyst III - The grade for this position is C44(1)
- Finance, Public Administration, Business Administration , or a closely related field AND
- Five years of grants or fiscal management experience, including three years of project management experience
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
- Valid Driver's License from state of residency
