Overview:
This position supports the Federal Emergency Management Agency (FEMA) for the Grants Modernization program (FEMA GMM). The FEMA GMM program represents a multi-year effort for IT Modernization and Transformation that will better enable citizens and first responders to apply for and be awarded Federal disaster and non-disaster grants.
The Karsun team is responsible for new application development, maintenance, enhancement, and operation. This position requires US citizenship, and all employees must be able to pass a Federal Suitability Check for a position of public trust. The Karsun software development team is responsible for the software design and implementation of replacement and modernization of existing legacy applications.
This is an opportunity for a candidate with critical analytical skills, business acumen, and a technical systems understanding. This role will apply their knowledge of processes to analyze and document business requirements for a technically diverse team. Candidates should be self-motivated to dig into the details and learn. Experience and enthusiasm for a fast-paced, changing environment is a must. Positivity and out-of-the-box thinking to solve difficult problems is critical.
Responsibilities:
- Leverage your expertise in grants management and compliance to research, communicate, and achieve program goals as part of a team supporting agencies in modernizing their grants management practices.
- Comprehend & analyze business requirements, guiding & facilitating discussions to obtain them.
- Translate & document requirements in the form of epics, stories, and acceptance criteria for both business and technical audiences.
- Define & document acceptance criteria for user stories in a given-when-then format.
- Summarize key decision points at the conclusion of discussions.
- Work with technical visionaries to document implementation steps and other deliverables.
- Efficiently support multiple simultaneous work streams, including projects and program initiatives, and prioritize, manage, and execute effectively with compressed timelines and ambiguous tasking.
Qualifications and Education:
- US Citizenship.
- Requires a Bachelor’s Degree in Information Systems, Business Systems, Management Information Systems, IT Management, or other IT degree.
- 5 - 8 years of experience with technical and business requirements.
- The ability to successfully obtain and maintain a U.S. Suitability/Public Trust Background Clearance.
- Experience in the entire grant lifecycle, including pre-award, post-award, and post-closeout for federally funded programs.
- Excellent note-taking and feature presentation skills, including the ability to write technical information clearly and concisely for non-technical audiences.
- Solid verbal communication skills and the ability to summarize and convey key insights from analyses to senior audiences. Organize and manage JAD sessions, defining features.
- Self-motivated; ability to learn and work independently.
- Problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances across engagements.
- Ability to manage multiple tasks within a workstream that is part of a larger engagement.
Compensation:
In accordance with pay transparency guidelines, the proposed base salary range for this position is $120,000 to $160,000. Final salary will be determined based on various factors such as relevant skills, experience, and certifications.
