Job Description: The Oregon Medical Board (OMB) is looking for an experienced candidate to be responsible for the Board’s accounting and budget preparation functions and an array of other duties in a fast-paced, team environment. The successful candidate must have excellent communication skills and be able to comprehend and apply complex laws, rules and regulations. This announcement is for a permanent, Full time position, represented by the Service Employees International Union (SEIU). After an initial training period, during which we would expect full time onsite work, this position would be eligible for a hybrid schedule, with up to two days per week remote.

The mission of the Oregon Medical Board (OMB) is to protect the health, safety, and wellbeing of Oregon citizens by regulating the practice of medicine in a manner that promotes access to quality care. The OMB licenses, regulates and investigates Oregon medical doctors, doctors of osteopathic medicine, podiatrists, physician associates and acupuncturists. Here’s what you will do:
This position interprets laws, rules, regulations, and fiscal policies and applies them to agency accounting functions, both directly and through review of work of lower level accounting staff. Specifically, you will:
- Use the State Financial Management System (SFMS), applying knowledge of accounting theory to establish and maintain accounting procedures and controls for functions such as accounts payable, accounts receivable, payroll, inventory, etc.
- Ensure revenues and expenditures are correctly posted to the proper accounts and in compliance with the Oregon Accounting Manual (OAM).
- Prepare information and make required accounting entries for monthly financial statements and annual statewide financial report; prepare all required annual financial statements and disclosures.
- Perform account audits and reconciliation.
- Work with the Business Manager to prepare and construct the agency’s biennial budget; responsible for budget implementation and execution.
- Prepare agency cash forecasts, revenue estimates, and expenditure projections for budget planning purposes.
- Analyze financial issues, proposing solutions consistent with available/projected funds, pertinent policies and procedures, and generally accepted accounting principles.
- Be responsible for multiple required monthly, quarterly, and annual reports.
- Collection and analysis of agency Performance Measure data, and preparation of annual Performance Progress Report.
- Identify cost savings opportunities and recommend policies to achieve savings.
- Monitor agency accounts receivable to ensure funds due agency are paid; undertake collection activity in compliance with all applicable requirements; prepare and submit required quarterly and annual accounts receivable reports.
- Use agency proprietary information system and merchant banking system for processing of revenue, making entries and adjustments as appropriate.
- Analyze proposed legislation for financial impact to the agency. Prepare fiscal impact statements as necessary for management approval and submit approved agency fiscal impact statements, often on very short deadlines.
- Have oversight responsibility for accuracy of Board's property control system, and for maintaining property database.
What we’re looking for:
MINIMUM QUALIFICATIONS
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR
A bachelor’s degree in accounting; OR
Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR
32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para-professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

Excellent oral and written communication skills. Ability to explain complex information so others understand. Intermediate knowledge of MS Word and Outlook. Intermediate to advanced knowledge of MS Excel and Oracle Business Intelligence Enterprise Edition data Analytics software. Preference will be given to candidates with State of Oregon experience utilizing state financial and other information systems. Experience interpreting and applying policies, rules, and statutes. Experience interpreting and applying travel policies. Experience reviewing proposed legislation, and related amendments, to evaluate for financial impact and preparing fiscal impact statements. Ability to master new technology. Ability to evaluate processes and procedures for opportunities to achieve efficiencies. Ability to evaluate problems and propose solutions to resolve and prevent future occurrences.
