Under the general direction and guidance of the Director of Development Services, this position leads the Code Compliance team members. This is a customer service and detail-oriented technical position predominantly focused on the education, investigation, inspection, and compliance with various municipal codes. This position is intricately involved in educating both citizens and businesses regarding municipal codes and the process relating to compliance with these codes. Preparation and documentation relating to compliance with the codes by the citizen/business is a critical component of this position.

- Reviews annually training procedures for the Code Compliance Inspectors and revises field training program to ensure compliance with all Federal, State, and City regulations.
- Performs supervisory duties of Code Compliance Inspectors.
- Delegates and oversees the investigation of complaints concerning alleged violations of municipal codes.
- Educates and communicates with citizens and businesses in a positive and cooperative manner to achieve compliance with the municipal codes relating to their property.
- Communicates with various other departments, leaders, professionals, and team members in an effective, cooperative, professional, and team-focused manner both in writing and orally.
- Delegates and oversees the inspections of properties to ascertain compliance with state law and municipal ordinance.
- Searches property records as recorded in the County Property Appraiser’s Office, Tax Collector’s Office, and/or courthouse and the official property record books to derive the most recent transactions affecting legal ownership of property.
- Ensures that all Code Compliance Inspectors maintain organized, exceptional notes and documentation of actions as it relates to all code compliance related communications.
- Ensures that all Code Compliance Inspectors properly prepare notices of violations to Owners of Record indicating concerns that pose a threat to health or safety.
- Confers with property owners, businesses, and contractors regarding concerns that pose a threat to health or safety.
- Ensures that the Code Compliance Inspectors have adequate records of investigations, inspections, actions taken by the City, and corrective actions taken by the property owner.
- Prepares reports and oversees the preparation of reports for use by administrative, legal, and judicial authorities.
- Ensures Code Compliance Inspectors have prepared case notes effectively and adequately with detail and are ready to testify at administrative hearings or in court.
- Aides in the education and guidance of conducting surveys of existing structures to determine lack of proper maintenance, housing violations, or other hazardous conditions.
- Follows and implements the directions as provided by the Magistrate in relation to code compliance hearings and actions.
- Performs routine research on building code, property maintenance code, zoning ordinances, and condemnation considerations.
- Maintains a list of foreclosures and ensures property maintenance is in accordance with municipal ordinances.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the code of ordinances and land use regulations of the City of Panama City.
- Knowledge of Building Codes, Property Maintenance Codes, Construction, and other related regulations and standards.
- Strong mentoring skills with specific attention to training and team member development.
- Strong interpersonal skills to encourage compliance with various municipal codes.
- Ability to deescalate situations to achieve positive outcomes.
- Knowledge of the City rules, regulations, policies, and procedures as well as mastering relevant training programs and content.
- Knowledge of the geography of the City, proximate areas, and City road network.
- Ability to understand and carry out moderately complex oral and written instructions in a manner that is professional and courteous.
- Ability to enforce ordinances in a tactful, impartial, and professional manner.
- Ability to establish and maintain effective, positive, and cooperative working relationships with team members, leadership, and the general public.
- Ability to provide guidance, give technical direction, and explain or interpret city ordinances.
- Ability to keep records, make reports from such records, and provide competent professional oral testimony at hearings.
- Ability to independently learn and use third-party software.
- Ability to use a camera to take adequate and appropriate photographs to document the status and condition of property including attachment as support within the system.
- Perform other duties as required.
MINIMUM QUALIFICATIONS
- High school diploma or equivalent required.
- State certification as a Level I Fundamentals of Code Enforcement or as a Level 3 legal aspects of Code Enforcement.
- Level II Administrative aspects of Code Enforcement or ability to obtain within one year.
- Property Maintenance and Housing Inspector Certification through the International Code Council or the ability to obtain within one year.
- One (1) year experience as a Code Enforcement Officer or Code Compliance Inspector.
A comparable amount of training or experience may be substituted for the minimum qualifications.
