General Statement
The Assistant Director, Finance, under general supervision, performs difficult professional work assisting with planning, organizing and directing the financial and accounting activities involving the preparation and maintenance of fiscal or related records, general ledger, accounts payable, collections, and fixed assets of the County. Supervision is exercised over subordinate department personnel.
Essential Functions
- Oversees cash management including cash flow forecasting, investing of idle funds, billing and collections; assists in supervising the receipt of all funds including various cash reconciliations and posting receipts; ensures accountability and proper handling of public monies.
- Oversees the preparation of various financial reports including the comprehensive annual financial report; develops and analyzes fiscal statements, cash projections and other fiscal control reports to determine financial status.
- Assists in approving of disbursement and drafts of County funds; oversees purchasing programs including approving various purchasing orders and ensuring compliance with policy guidelines.
- Assists in overseeing the maintenance of financial records, financial accounting systems and files; prepares detailed audit schedules; assists external auditors with annual audit.
- Participates in the issuance of debt and related activities; maintains detailed debt service records; analyzes and forecasts debt repayment and installments on each loan; researches and evaluates regulations and procedures for debt issuance and debt management and ensures compliance with associated regulations.
- Assists in the recruitment and selection process of department personnel; selects, trains and oversees the activities of department personnel; prepares annual performance evaluations; manages disciplinary and performance issues.
- Oversees the annual external audit; assists auditors by preparing and assisting with requested information and answering questions.
- Ensures compliance with local, state, and federal fiscal regulations and confidentiality requirements in operating and maintaining a variety of systems, reports, records and files.
- Works on special projects for the Finance Director and County Management.
- Participates in the maintenance, design and installation of the accounting control, policies, records and filing systems.
- Assists in the budget process by providing financial data analysis and estimates for revenues; verifies financial data; reviews estimates.
- Assists the Finance Director with strategic long term financial plans including financial modeling and capital improvement plans.
- Oversees pre-audits contracts, wires, and purchase orders.
- Oversees the annual sales tax return for refund and coordinates data during external audits related to sales tax returns.
- Oversees financial analysis of revenues/expenditures of enterprise, internal service and special revenue funds.
- Participates in the review of County internal control policies and procedures.
- Supplies financial information to appropriate persons, organizations, and citizens.
- Responsible for the operations of the Finance Department and authorized to act on management team matters in the absence of the Finance Director.
- Performs related tasks as required.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s Degree from an accredited college or university with major coursework in finance, accounting or related field and five (5) years of experience in government accounting and financial reporting including two (2) years of supervisory experience; or equivalent combination of education and experience.
Licenses or Certifications:
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PREFERRED QUALIFICATIONS
Education and Experience:
Master’s Degree in Finance, Accounting, Public Administration, or Business Administration and five (7) years of experience in government accounting and financial reporting including two (3) years of supervisory experience; or equivalent combination of education and experience.
Licenses or Certifications:
Possession of a North Carolina Finance Officer's certification.
Certified Public Accountant
