Under general direction of the Electric Utility Director, performs detailed analytical work in support of a variety of Electric Utility projects and programs including electric rate development, energy supply and delivery analysis, detailed financial and rate analysis; participates in special studies in support of Electric Utility business; exhibits excellent judgment and decision-making regarding policies and procedures; collaborates with management and co-workers in providing consultation services in areas of Electric Utility expertise; and other related duties as required.

- Gather, compile, tabulate, analyze and report statistical customer billing/usage information.
- Provide day-to-day support to other divisions regarding rates, data gathering and analysis, budgeting, and project management.
- Work with metering and billing personnel, as needed, to calculate customer account corrections.
- Review and confirm calculations associated with monthly large commercial bill processing and customer self-generation.
- Perform validation and auditing of customer rate class assignments and recommend re-assignment in accordance with approved rate schedules.
- Assist in the development of utility rates; monitor revenue and rate schedule performance.
- Develop an in-depth level understanding of the Utility system operation, including generation, transmission and distribution assets, planning requirements and compliance obligations.
- Research and compile data related to other electric utilities and prepare related reports.
- Research, analyze, and make recommendations regarding proposed legislation, regulatory changes, power supply contracts, energy transactions, and current trends that affect the City's position in the energy market.
- Gather data and prepare State and Federal compliance reports.
- Prepare and present staff reports for City Council, boards, and commissions.
- Assist with budget preparation and financial planning by compiling data, preparing and creating financial models and forecasts, and preparing financial reports.
- Perform complex technical and economic analyses; review and create a variety of documents and reports.
- Perform related work as required.

Education and Experience:Any combination of experience and education that would provide the required knowledge and ability is qualifying. A typical combination is:
- Possession of a bachelor's degree from an accredited college or university in a highly analytical field, such as engineering, finance, economics, accounting, science, or mathematics.
- Three years of professional experience involving exposure to multiple facets of electric utility rates and business practices; utility billing operation systems; working with databases, spreadsheets and other software applications as it relates to data compilation and analysis for a public agency. Knowledge of Tyler Munis, Electric Utility billing and metering is highly desirable.
Necessary Special Requirements:- Possession of a valid Class C California Driver's License.
Working Conditions:- Primarily office environment with some outside site visits and occasionally out-of-town/overnight travel, generally driving a car.
- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, and walking over uneven ground for prolonged periods of time.
- Using various office equipment, including a computer screen, keyboard, and telephone.
- Lifting up to 30 pounds.
