GENERAL DESCRIPTION:The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking a Principal Accountant in our Administrative Services section. The Principal Accountant assists the Administrative Services Assistant Director with the operations and management of the fiscal section for processing and maintenance of all expenditure and revenue activities of the Agency. This position will work with multiple state agencies, agency divisions, and outside vendors/customers to ensure federal and state compliance, including all reporting obligations.
This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents, with convenient access to outdoor recreation areas and the Colorado Front Range communities.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Oversee, monitor, and control all expenditure and revenue activities for the agency, including processing agency expenditures, depositing agency revenue, and resolving discrepancies.
- Maintain the accuracy of all financial statements (monthly, quarterly, and annual reports) for the agency, preparing numerous financial reports for the agency, other state agencies, and the federal government.
- Compile, prepare, and interpret data required to complete the Annual Comprehensive Financial Report (ACFR) and single audit financial statements for the State Revolving Fund.
- Advise and confer regularly with agency management, internal divisions, and other state agencies to clarify fiscal information and resolve discrepancies.
- Assist division administrators with grant applications and financial progress reports.
- Oversee and monitor the agency’s fiscal policy for compliance, including interpreting and complying with various regulations.
- Resolve issues related to the agency's fiscal policies and procedures.
- Enforce internal controls over the agency's fiscal management.
- Supervise the Administrative Services staff of the Administrative Services Division.
- Manage personnel, including establishing work standards, providing training, and conducting performance appraisals.
PREFERENCES:Bachelor's Degree (typically in Finance, Accounting, or a related field)Preference may also be given to candidates with experience in Wyoming Online Financial System (WOLFS).KNOWLEDGE:- Knowledge of state and federal laws, rules, regulations, and statutes.
- Knowledge of basic accounting, budget, and cost controls.
- Knowledge of Generally Accepted Accounting Principles as applied to governments.
- Knowledge of the state accounting system - WOLFS.
- Knowledge of internal controls.
- Knowledge of federal grant applications and financial reporting.
- Ability to analyze financial information.
- Strong attention to detail and communication skills.
- Strong Microsoft Office skills, especially Excel.
MINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Finance)
Experience:1-3 years of progressive work experience (typically in Finance) with knowledge at the level of a Senior Accounting Analyst
OREducation & Experience Substitution:4-7 years of progressive work experience (typically in Finance) with knowledge at the level of a Senior Accounting Analyst
