GENERAL DESCRIPTION:The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking an Accounting Technician in the Royalty Compliance section. The Accounting Technician handles all the Royalty Compliance section's accounting functions, which allows the section to adhere to Generally Accepted Auditing Standards (GAAS) and Generally Accepted Accounting Principles (GAAP). These functions include processing of funds deposited into the Leasing and Royalty Compliance System (LARCS), invoicing of interest and penalty assessments, data entry into LARCS, distribution of section mail, and assisting with balancing the LARCS system to the WOLFS system, which ensures through GAAP that all payments made by lessees, operators and purchasers for the retention of State mineral leasehold rights and the disposition of State non-renewable Trust assets are timely and correct.
Location: This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents, near four-season outdoor recreation areas, and provides convenient access to the Colorado Front Range communities.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Ensures subsidiary systems balance with control accounts and investigates and corrects any discrepancies.
- Applies established accounting procedures and regulations in maintaining financial records or other fiscal documents.
- Posts charges, refunds, and revenues to individual accounts, including computing and verifying balances.
- Enters all agency financial data into the LARCS accounting system.
- Prepares invoices for all interest and penalties.
- Processes all deposits recorded in the subsidiary accounting system.
- Reviews mineral royalty reports submitted by companies.
- Assists with research and interpretation of Wyoming statutes, rules, and regulations.
- Produces correspondence to companies related to various royalty issues.
KNOWLEDGE:- Knowledge of budgets and cost controls.
- Knowledge of financial statement preparation or the establishment of systems.
- Skills using Microsoft Excel and Word.
- Skills in computerized accounting systems.
- Ability to organize, prioritize responsibilities, and work under deadlines.
- Ability to work independently and as part of a team.
MINIMUM QUALIFICATIONS:Education:Associate's Degree (typically in Finance)
Experience:0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Clerk.
OREducation & Experience Substitution:2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Clerk.
