This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.
This position is Limited Duration with an expected renewal of duration for the 2025-2027 biennium. This position is also pending permanent budget approval. Scheduled end date as of now is 06/30/2025.

What You Will Do!
Are you passionate about ensuring every student receives the support they need to succeed? The IDEA Fiscal Program Analyst serves as a program and fiscal lead for the Individuals with Disabilities Education Act (IDEA) Part B program. In this role you will lead the contracting and grant process for the Office of Enhancing Student Opportunities (OESO), monitor and analyze fiscal data, and develop and adapt new methods and procedures for capturing or processing fiscal data related to “maintenance of effort” and other program requirements. This position serves as a liaison and point of contact with school districts to answer questions, address and resolve problems, and provide technical assistance.
Key Responsibilities:
IDEA Program/Fiscal Implementation Lead
Function as ODE’s primary and lead analyst for IDEA administration of the IDEA Fiscal Timeline for Part B and Part C state level tasks and MOE at the department and for all local education agencies across Oregon.
Review, analyze, interpret, and apply federal and state regulations related to IDEA program policy, implementation, and MOE requirements. • Develop rules, policies, standards, and procedures for program administration, distribution of funding, fiscal monitoring, and general oversight
Policy and Program Coordination
Support the review and monitoring of grant recipient and subrecipient compliance with all federal and state laws, regulations, and policies.
Provide guidance on the correct interpretation and application of all requirements for uniform administration and use of IDEA funding.
Outreach and Technical Assistance
Generate written correspondence to external partners and stakeholders on behalf of other ODE staff.
Communicate orally and in writing with auditors, school district staff, and other external parties.
Provide training, ongoing technical assistance and support to education service districts and school districts via telephone, email, and in person on IDEA program requirements and administration.

Minimum Qualifications (Need to Have)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to eight years of experience related to program analysis, policy and program coordination and data, statutory, budget or fiscal analysis
Minimum qualifications must be met to qualify for this position.

Broad analytical methods, including quantitative and qualitative data analysis, statutory analysis, budget and fiscal analysis, operational analysis, and policy development and implementation. The person must be able to conduct research, compile data or information for reports, and develop methods to capture or process data.
Demonstrated ability to utilize advanced Excel functions and features to help analyze and interpret data and provide actionable insights to drive decision making
Critical thinking, formulating appropriate inquiries, and broadly considering and effectively assessing the implications, risks, impacts, and potential unintended consequences of pursuing various options or taking certain actions.
Provide training and technical guidance.
Written and oral communication, including an ability to draft technical policy papers and engage stakeholders, partners, and customers in the facilitation of cross-functional teams where individual members may have conflicting agendas or priorities.
The person in this position must possess a fundamental understanding of Oregon’s education system and IDEA Part B and have a high level of organizational skill and attention to detail.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
