SUMMARY OF DUTIES
The purpose of this position is to determine financial eligibility for Medicaid (MAGI and Non-MAGI), Long Term Care (LTC), Supplemental Nutritional Assistance Program (SNAP), Employment Related Daycare (ERDC), and Temporary Assistance for Needy Families (TANF), to Oregonians applying for those benefits. This position is responsible for processing new applications, redeterminations, and reviewing ongoing financial eligibility. This position is responsible for assuring the applicant’s eligibility is determined correctly and in a timely manner, and that appropriate documentation is included in the case file. In addition, this position is responsible for referring applicants with service needs to appropriate agencies.
Main duties include:
Prepare, authorize and submit necessary documents to establish and maintain benefits and services to clients.
Complete redetermination processing at appropriate intervals.
Maintain communications through telephone, office visits, email, and Applicant Portal.
Work closely with other agencies, medical providers and community to provide benefits and services to clients.
Follow-up timely on all reported information and changes that may affect the eligibility of the client.
Document, case note, complete proper forms and case actions in ONE.
Explore and provide resources to link clients with other internal programs or community services as appropriate.
Explain eligibility decisions and policies to Oregonians as requested.
Maintain client confidentiality.
Intake Process: Interview applicants to determine current situation, current income, resources and other information necessary to determine the eligibility of the client. This can include interview in person and on the phone.
Utilize all applicable forms and system data entry points.
Explore other possible resources.
Explain applicant rights and responsibilities. Gain recording or verbal signature and acknowledgement of policies as needed.
Make appropriate referrals.
When eligibility is clear, process necessary work to direct financial payment without delay.
Deny assistance if no eligibility exists.
Document, case note, complete proper forms and case actions in ONE.
Explain eligibility decisions and policies to Oregonians as requested.
Maintain client confidentiality.
WORKING CONDITIONS
Work schedule specifics along with possible teleworking options will be determined by the hiring supervisor. The Eligibility Workers will conduct 95% of work at their designated workstation. There will be occasional need for travel and field work that may involve going into a consumer’s home. A valid driver's license is required or an acceptable form of transportation. An acceptable driving record is also required.
MINIMUM QUALIFICATIONS:
Two years of experience determining eligibility for an agency program by:
- interviewing to assess the needs of clients
AND
- interpreting and applying the policies, rules, and guidelines that are applicable to the client's situation,
OR
- An equivalent combination of education, training, and experience relative to the class concept. (45 quarter hours is equivalent to one year of experience).
ESSENTIAL ATTRIBUTES
We are looking for candidates with:
Experience obtaining information from customers looking for assistance with programs and/or services.
Experience explaining and articulating rules, laws, and policies in a customer-focused manner to a non-technical audience.
Experience learning and navigating online systems and phone systems.
Experience communicating effectively in writing and when engaging Oregonians over the phone.
