Business Officer, UC Student & Policy Center (UCSPC) (FINANCIAL ANL 3)Job SummaryUnder general guidance of the UC Student & Policy Center Director, perform budgetary and financial functions for the UC Student & Policy Center (UCSPC) and represent UCSPC in meetings and discussions as needed at both the campus (UC Davis) level and at UC system-wide meetings.
Ensure appropriate accounting and internal controls are maintained. Prepare and establish budgets, organize resources according to budgetary plans, prepare both routine and ad hoc financial reports using data from the general ledger and departmental or project budgets, and forecast revenue and expenses. Assist in the development of budgeting for staffing plans and of unit budget, fees, rates for recharge service, and other income sources. Coordinate the development and management of Service Level Agreements (SLAs) and Memorandum of Understandings (MOUs).
Provide executive administrative support to the UCSPC Director, including but not limited to calendaring meetings for the Director's schedule, making travel arrangements for the Director, maintaining the Director's office files, and responding to messages for the Director as needed.

Minimum QualificationsFor full consideration, applicants are encouraged to upload license, certification and/or educational degree if required of the position.- Bachelor's degree in related area and / or equivalent experience / training
- Experience with fund accounting and general accounting principles and techniques to apply to budgeting, rate development, and financial reporting. Experience monitoring and managing a complex budget using an automated accounting system.
- Experience advising managers on complex financial and budget analysis tasks. Experience in financial analysis with large volumes of complex data.
- Experience monitoring receivables and payables. Experience ensuring timely payment from and to internal and external partners and vendors.
- Experience conducting research and preparing break-even analyses, variance analyses, and feasibility studies.
- Experience using Microsoft Office products (Excel, Word, and PowerPoint) or other automation tools to perform complex spreadsheet analyses, formulate and prepare complex reports, and prepare sophisticated presentations.
- Experience using initiative, problem diagnosis, and proactive problem-solving skills to develop and apply creative innovative concepts to problem resolution.
- Interpersonal and communication skills to interact and communicate professionally and collaboratively with management and staff, using diplomacy during all interactions in the performance of a wide variety of programs and support functions.
Preferred Qualifications- Experience with statistical data collection techniques and quantitative analysis. Experience making presentations to groups, facilitating group discussions, and achieving consensus from disparate perspectives.
- Experience with executive administrative responsibilities, including managing an executive schedule and files and communicating with other senior executives or officials and their support teams to schedule and coordinate activities.
- Knowledge of public sector business practices, entrepreneurial operations, and fund management. Familiarity with issues related to state government and policy.
- Knowledge of University of California and University of California, Davis, policies and procedures pertaining to financial administration, payroll, personnel, and other business-related activities.
- Knowledge of common University-specific computer application programs.
- Ability to use discretion and maintain confidentiality.
- Strong skills in short-term planning, analysis, problem-solving, and customer service.
- Thorough knowledge of financial analysis and reporting techniques and experience using financial reporting systems.
