As a Business Development/HR Consultant, your role will focus on providing tailored solutions for public sector organizations across Texas, primarily through HR consulting and client relationship development.
In this hybrid role, you’ll balance remote work with face-to-face interactions with the following key responsibilities:
- Develop and nurture client relationships across the Texas region, particularly in public sector organizations.
- Create tailored business development strategies that address common HR challenges, including workforce management, compensation analysis, classification studies, talent acquisition and recruitment, employee engagement, etc.
- Participate in local HR associations and attend events to expand your network and stay connected with HR professionals.
- Stay up-to-date with HR trends and provide thought leadership for the industry.
- Represent the organization at HR conferences and community events, sharing best practices and providing value to local HR professionals.
- Analyze client HR data and provide comprehensive proposals to address client's specific needs.
Travel Requirements - Regular travel, approximately 7 days per month or as business and client needs dictate, to meet with clients, attend networking events, and participate in industry conferences. Ideal Candidate:
- Texas-Based: Preferably in the Dallas/Fort Worth area with knowledge of the Texas municipal HR system.
- Relationship-Oriented: Enjoys meeting new people and building long-term professional connections.
- HR Expertise: Proven experience as an HR manager or consultant, with deep knowledge of public sector HR practices.
- Business Growth: Focus on driving new business with potential and existing clients.
- Association Involvement: Active in local HR associations, with the ability to leverage these relationships to drive client success.
- Solution-Focused: Leverage trust and rapport to identify client needs, offering tailored solutions that align with organizational objectives.
- People Person: Comfortable working remotely while engaging clients in-person a few days per week as needed.
- Competent Communicator: Skilled at presenting, conducting meetings, and representing the organization professionally.

- Relationship Building: Skilled at fostering long-term professional relationships and trust with clients and HR peers.
- Local Expertise: Familiarity with the Texas HR landscape, including key associations (e.g., Texas Municipal HR Association, Texas State Chapter of SHRM).
- HR Knowledge: In-depth knowledge of HR practices and challenges in the public sector, with the ability to provide solutions for classification, compensation, and workforce management.
- Communication Skills: Strong verbal and written communication skills, with an ability to present information clearly and engage with stakeholders at all levels.
- In-Person Engagement: Comfortable with occasional in-person meetings, travel within Texas, and attending networking events to represent the organization.
- Business Savvy: Demonstrates an understanding of business operations and the ability to apply this knowledge to enhance client success.
Education:- Bachelor’s Degree in Human Resources, Business Administration, Organizational Development, or a related field.
Experience:- At least 5 years of professional HR experience, including work in HR management or consulting roles.
- Strong experience in the public sector, particularly within local or state government, is highly desirable.
- Proven ability to build and maintain client relationships, particularly in Texas municipalities or public sector organizations.
- Experience working with HR associations, including attending or presenting at HR-related events and conferences.
- Demonstrated ability to develop and implement HR solutions to meet clients' needs, including in areas such as recruitment, classification, compensation, and organizational development.
