Work Unit Overview:
The State Water Projects Bureau administers the state’s Rehabilitation, Project Management, and Hydropower Sections. The Bureau supports a segment of the agricultural community by providing water from 18 active water storage projects. These projects consist of 22 dams and 250 miles of canals for supply, storage and delivery of irrigation, stock water, municipal and other approved uses. The Bureau manages contracts with 18 Water User Associations and markets over 400,000 acre-feet of water. The Bureau also owns the Broadwater Missouri Toston Hydroelectric facility. The Bureau provides oversight of these projects by delivering inspection, instrumentation, engineering, and operation services. The Bureau also owns and manages real property associated with the Projects, and manages multiple haying, grazing, and recreational leases. The Bureau includes engineers, scientists, and operators.
Job Overview:
As Bureau Chief, the incumbent performs the management and supervisory engineering work necessary to plan, organize, and direct the activities of the Bureau.
This position directs and coordinates the program activities of the Bureau; develops and implements program operating and administrative policies, short and long-term plans and program objectives, priorities, strategies and goals with oversight of the Division Administrator; ensures program activities are consistent with the laws, rules and regulations; directs statutorily required activities and emergency actions for the programs when required and coordinates those activities with the Division and Department; sets and communicates performance standards and work quantity for program activities and assesses operations; ensures coordination of program activities with activities of other government regulatory agencies ensures the Bureau is working in a coordinated and cooperative manner with other operating entities within the Department; keeps the Division Administrator informed of all significant activities and media and legislative inquiries; and prepares work progress and other types of reports and presents them to the Division Administrator, Department Director or other appropriate authorities. Provides directions and oversight of Bureau contracts for personal and professional services. Negotiates contract conditions, claims, change orders and disputes. Makes final determination on engineering and contract matters within the Bureau. Manages the Water Rights of the Bureau. Manages water purchase agreements, approves water purchase contracts and works directly with the Water User Associations. Oversees and provides guidance to staff in MEPA/NEPA and permitting requirements.

Minimum Qualifications (Education and Experience):
The position requires a Bachelor of Science degree in Civil Engineering, along with five years’ progressively responsible work experience. Work experience must include three years of progressively responsible supervisory, management, and leadership experience preferably in a natural resource management or an environmental regulatory field. A Professional Engineer’s license is required. A Master’s degree in Civil Engineering or closely related field is desirable.
SPECIAL INFORMATION:
- Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
- Applicants must be able to climb embankments, walk on uneven surfaces for up to a mile and crawl through confined spaces such as siphon pipes.
- Selected candidate may be eligible to receive relocating expenses per DNRC Moving and Relocation policy.
ELIGIBILITY TO WORK: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
