The Position
The Sacramento Area Council of Governments (SACOG) is in search of an experienced, innovative, collaborative Accountant to join our Finance Team. This position will be under the general direction of the Finance Director and will perform professional accounting work, including auditing, analyzing, and verifying fiscal records and reports, processing invoices, and assisting with budget preparation.
The Team
This position will report to the Senior Accountant and is part of a Finance Team of 11. Under the direction of the Finance Director, the three groups, Accounting, Budgets & Project Coordination, and Procurement & Contracting, the Accountant is one of four accounting professionals supporting the rest of the agency’s needs.
The Organization
SACOG is the Metropolitan Planning Organization for the six-county Sacramento region. Formed as a Joint Powers Authority, SACOG is a government agency governed by a board of 31 elected officials that directly represent all six counties and 22 cities in the region, and one ex-officio member (Caltrans). Hybrid Position
As an integral part of our organization, employees will provide support in a flexible work environment. This position will have the ability to telework two days per week for the first year of employment. Following the first year, this position will have the ability to telework up to three days per week. The remainder of the work week will be in-person. Employees are required to live within 200 miles of Sacramento.

Search Schedule:
- Filing Deadline: November 4
- First Round Interviews: Week of November 11
- Final Round Interviews: Week of November 18
- Desired Start Date: December 2024-early January 2025
Responsibilities:
- Prepares reimbursements reports
- Prepares journal entries and reconciles all general ledger, including grant billing accounts
- Prepares financial documents in support of the development and submission of the Overall Work Program (OWP) and amendments
- Provides support to the development of the Annual Comprehensive Financial Report (ACFR)
- Audits claims, expense reports, and purchase orders
- Reviews and compares journal entries to source documents to ensure accuracy of posted journal
- Reviews source documents for compliance in rules and regulations
- Monitors subrecipients to determine compliance with fiscal requirements
- Assists and coordinates the annual financial audits
- Prepares timesheet entries and reconciles to payroll subsidiary account and OWP budget
- Supervises and provides guidance to assigned staff members
The ideal Accountant will:
- Have experience with Government Accounting
- Knowledge and experience with Federal funding and grants
- Excellent oral and written communication skills
- Exceptional time-management skills and the ability to manage multiple tasks
- Flexibility in adapting to a wide variety of tasks and functions
- Knowledge and understanding of GASB, GAAP and ACFR
- Ability to exercise independent judgment, work independently and take initiative
- Conscientious and able to meet deadlines
- Advanced computer and Excel spreadsheet experience
- Experience working in accounting software
- Have an attention to detail and enjoy working with a high volume of transactions
- Enjoy collaboration with team members
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
ENVIRONMENTAL ELEMENTS
This is primarily a sedentary classification and the employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other agency representatives, member jurisdictions, government officials, business representatives, and the general public in explaining SACOG policies and requesting and providing information.
Minimum Requirements:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to graduation from an accredited four-year college or university with major coursework in accounting, finance, business or public administration, or a closely related field and
- Three (3) years of responsible professional accounting experience, preferably in the public sector.
