CLASSIFICATION PURPOSE AND DISTINGUISHING CHARACTERISTICS
To assist with the management of investment activities of the San Diego County Employees Retirement Association (SDCERA) and to perform related work.
This position reports to either the Retirement Chief Investment Officer (CIO) or the Retirement Deputy Chief Investment Officer (DCIO). Under general direction, incumbent is responsible for assisting with retirement fund investment-related operations. The Investment Officer will serve as a resource for the rest of the Investment Division staff.
EXAMPLES OF DUTIES
Essential Functions:- Maintains and coordinates production of monthly Risk-Return Report.
- Coordinates document production for Investments Division reports for the Board of Retirement meetings.
- Monitors and reviews Trust Fund performance.
- Coordinates and reviews private markets data and analytics.
- Coordinates investments-related cash flows.
- Assists SDCERA Finance Division with investments information required for outside audits and Comprehensive Annual Financial Report (CAFR) production.
- Verifies investment manager fees, research subscriptions, and consultant contracts for accuracy.
- Serves as the internal point person for all investment-related public records requests, information requests, and SDCERA website content.
- Assists with investment manager fee analysis and preparing reports for the Board of Retirement.
- Performs special projects work involving data and statistical analysis.
- Conducts ongoing investment manager due diligence on funds and coordinates investment-related meetings and conferences.
- Under the direction of the CIO or DCIO, monitors Trust Fund liquidity.
- Coordinates new investment fund manager onboarding with Finance Division and custodian bank.
- Coordinates new employee and Board of Retirement new Trustee orientation materials.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:- County Employment Retirement Law of 1937 and current regulations and statutes governing County Employees Retirement Systems (CERS).
- Current federal and state laws, rules, and regulations governing pension systems.
- Principles and practices of portfolio management and investment, particularly as it relates to asset allocation.
- Asset management and cash flow analysis for investment portfolio activities.
- Asset classes, including domestic and international equities, domestic and global fixed income, money market and financial derivative instruments, and alternative investments.
- Fiscal accounting and actuarial principles.
- Investment theory and current practices.
- County customer service objectives and strategies.
- Current technology and trends in the sector and profession.
Skills and Abilities to:- Monitor the investment activities of the SDCERA Trust Fund.
- Prepare and present reports on portfolio performance and investment activities.
- Monitor the investment activities of multiple outside investment advisors.

- Establish and maintain working relationships with the Board of Retirement, investment advisors, elected officials, representatives of financial institutions, management, employees, employee representatives, and the public, representing diverse cultures and backgrounds.

EDUCATION AND/OR EXPERIENCE
- A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in finance, accounting, economics, mathematics, or related field, AND (3) years of financial markets experience; OR
- Seven (7) years of financial markets experience.
REQUIRED LICENSES, CERTIFICATIONS OR REGISTRATIONS
License:A valid California Class C driver's license, which must be maintained throughout employment in this class, is required at time of appointment, or the ability to arrange necessary and timely transportation for field travel. Employees in this class may be required to use their own vehicle.

SPECIAL NOTES
Working Conditions:Office environment; exposure to computer screens. Frequent out of County travel is required to attend conferences related to public sector pension plans/investment management and meetings with external advisors/money managers.

Background Investigation:Must have a reputation for honesty and trustworthiness. Misdemeanor and/or felony convictions may be disqualifying depending on type, number, severity, and recency. Prior to appointment, candidates will be subject to a background investigation.

Persons serving in positions in the Unclassified Service do not accrue tenure and serve at the pleasure of the appointing authority.
