This position is a highly responsible leadership position with the Finance Department and serves as Assistant Finance Director/Auditor. Position administers the Financial Services Division operations and personnel as prescribed by statute, City charter, ordinances and policies.
DUTIES:
- Assists the Finance Director in the administration and management of the Finance Department.
- Directly oversees purchasing and payroll functions and supervises related staff. For those staff who are direct reports, this position will provide training, coaching, counseling and disciplinary action as needed and allowed by policy, as well as complete performance evaluations. For other Finance staff, this position is expected to provide direction and guidance regarding work tasks, assignments, and make recommendations related to potential discipline, performance evaluations, and other related matters, to the Finance Director.
- Assists in leading departmental staff meetings, represents department at internal and external meetings as needed, and provides support and guidance to internal departments as related to finance/budgetary matters.
- Responsible for ensuring the City’s payroll and payable processes are in accordance with Federal and State laws, grant requirements, and in compliance with City policy and contracts. This will include the payment of weekly payroll taxes, quarterly and yearly reconciliations, and the issuance of quarterly and yearly tax forms.
- Responsible for banking contacts, and initiates wire and account transfers. Oversees the City credit card program, including compliance, reconciliation, and timely reporting.
- Provides technical assistance to other departments with respect to accounting and bookkeeping functions, financial software systems, and for documenting financial procedures for inclusion in the City’s financial procedures manual and develops and conducts related training opportunities.
- Acts as lead for all Internal Revenue Service issues, including employee/non-employee determination, 941’s, W-2s, 1099’s, Affordable Care Act (ACA) filings and other forms and filings as required.
- Responsible for the identification and notifications required by State regulations of Abandoned Property. Prepare and remit appropriate filings and funds to the State on an annual basis.
- Responsible for, or oversees, the preparation and updating of the City’s Indirect Cost Allocation Plan along with submitting said plan to the appropriate agencies.
- Assists Finance Director in the preparation of schedules and statements for the external audit and annual financial statements, preparation and oversight of the annual budget process, participates in the debt issuance, procurement and Finance Committee process as well as other accounting functions, as required.
- Ability to fulfill the duties of Finance Director/Treasurer as prescribed by statute, City charter, ordinances and policies in their absence.
- Reconciles various financial documents and submits to appropriate officials and agencies.
- Monitors accounts receivable collections, including issuance of monthly statements, collection follow-up and small claims court action on behalf of City.
- Makes available all records for inspection and audit as directed or required.
- Works with all Department Divisions in the preparation of the annual budget request for the Finance Department.
- Administers and monitors the Financial Services Division budget upon approval.
- Establishing budgetary adjustments based on Council Actions and provides direction to other Departments as to the appropriate process.
- Ensures purchasing functions are performed in adequate and timely manner; fills in when needed.
- Ensures payroll functions are performed in an adequate and timely manner; fills in when needed.
- Fills in as Finance Director in their absence by providing guidance to employees, attending meetings, and other functions.
- Performs related duties as assigned.
I. JOB REQUIREMENTS
- Thorough knowledge of and ability to make practical application of standard accounting and bookkeeping principles and practices.
- Thorough knowledge of and the ability to provide reliable information regarding Federal and State payroll, ACA and independent contractor laws and regulations.
- Highly skilled or the ability able to become highly proficient in computer software and applications.
- Knowledge of local government, personnel policies, purchasing, budgeting and taxation procedures.
- Ability to supervise and direct the work of subordinate personnel.
- Ability to prepare and maintain accurate and concise financial records and documents.
- Ability to work under pressure of formal schedules and deadlines, and to deal with a variety of individuals during varied situations and circumstances.
- Ability to effectively and professionally communicate with department employees, other City departments, vendors, the general public and State and Federal officials during varied, and sometimes stressful, situations and circumstances. This position is expected to serve as a behavioral role model for employees and represent the City in a positive manner.
- A degree in Public Administration, Business Administration or Accounting and/or equivalent training and experience is preferred.
II. DIFFICULTY OF WORK
Incumbent must apply a wide variety of rules, laws and accounting knowledge to coordinate the financial administration functions of the City. Errors in judgment, which may not be immediately apparent, can result in substantial loss of City monies, loss of time in department and other organizational units, and inconvenience to the public.
Reports directly to Finance Director
Pay range is $36.43 to $48.99 per hour (based on a 37.5 hour weekly schedule) and includes a comprehensive full-time benefits package including three weeks paid vacation and three weeks sick accruals per year.
