SITE LIFTING SPECIALIST Onshore / Offshore
- Logistic base: 7 TEPA Operated zones, 5 warehouses, 4 mobile cranes, 20 forklifts (diesel + electric).
- As Lifting Authority, the job holder will take the final technical decision in relation to standard lifting activities and operations.
- Close cooperation with CPLO, who is the reference for Lifting knowledge in the Contractor affiliate.
- Interact with other SLS (Site Lifting Specialist) on other sites (FPSO’s, project sites).
Activities
- Promote safe handling & lifting operations referring to Contractor HSE Policy (CR EP LSO 043), national and international standards.
- Refer to CPLO for critical lifts: participate in Risk Assessments.
- Approve and review “Generic lifting plans”.
- Prepare and conduct training sessions on “handling and lifting” for staff.
- Report HIPO, incidents, and anomalies.
- Involved in Cause Tree Analysis process after incidents, commit to Action plans follow-up.
OPERATION:
- Supervise lifting operations by him or on Base request.
- Act as “Project Leader” when non-routine or Critical lifts have to be performed: collect data, interact with parties (Base, ship agent, Contractors, etc), integrate CPLO for Risk assessment.
- Advise the Base Manager on lifting equipment (cranes, forklifts), CCUs (containers, baskets, racks) specifications.
- Assess personnel competencies to carry out lifting or handling operations.
- Issue weekly and monthly activity reports.
- On sites (TEPA operated zones, Jetty), coach staff involved in lifting and handling operations, particularly Angolese (part of angolanisation process).
- Update lifting and handling procedures/instructions. Ensure that they are well assimilated and applied through Tool box talks, Job Safety Analysis, and Pre-job meetings.
Context and environment
- Position is based in Luanda. Residential status.
- Fast growing activity (from 3 to 6 FPSO in 5 years).
- Lack of Lifting safety awareness within workforce.
- Position is based offshore. Rotational status.
- 6 FPSO in operations.
- Specific Lifting activity to be covered for all entities (Maintenance, Marine, Refurbishment, New development).
Accountabilities
- To ensure the safe performance of handling and lifting operations on Operated zones in Base.
- The job holder is responsible for ensuring that major hazards associated with lifting operations are properly assessed, evaluated, and managed in accordance with relevant statutory, group, and corporate requirements.
Qualifications/Experience required
- Exhaustive knowledge of International lifting standards and best practices (ASME, FME, DIN, NSL, etc).
- Technical knowledge of lifting equipment found on a logistic base (mobile cranes, gantry cranes, forklifts, slings, etc.).
- Ability to prepare and check risk assessments, lifting plans for standard lifts.
- 3 years experience in Lifting trend.
- Experience in Oil & Gas Industry is required (working in hazardous area, ATEX concept).
- Autonomy, Flexibility, Adaptability are mandatory (multicultural environment).
- HSE degrees and Certificates required.
- Crane and forklift operator certificate required.
- Language: fluent English and Portuguese; French is a plus.
- Good writing skills (issuance of reports, audits, synthesis).
