Prescient Edge is seeking a Senior Targeting Analyst - Counterintelligence to support a Federal government client. As a Senior Targeting Analyst, you will:
- Develop CI leads, based on the Group Synchronization Targeting Strategy, through open-source and classified source research
- Develop targets and target systems for joint lethal and/or non-lethal engagements
- Develop target nominations, create database records, and create databases target intelligence products
- Produce all-source analytic damage estimates and battle damage assessments and assist with combat assessment requirements
- Conduct collateral damage estimation, perform target list management as well as target strategy development, and provide joint target intelligence support to deliberate and dynamic target engagements
- Provide recommendations for target prioritization to achieve commander objectives for plans and operations
- Provide database nominations, create as well as update databases, and upload TMs into databases
- Provide the leads to the Targeting Review Board (TRB) as a Target Nomination Package
- Prepare and provide to the supported element Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight the operational potential where friendly and enemy elements intersect
- Provide research, analysis, and recommendations regarding liaison efforts with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products. HUMINT leads that are developed out of the CI leads shall be passed to the appropriate HUMINT elements for their consideration
- Provide CI targeting methodologies training at the Fundamentals of Human Targeting Course (FHTC), up to 12 times a year, to 16 Government personnel per iteration
- Provide training on CI targeting methodologies to internal and external agencies up to 15 times per year with up to 50 Government personnel per iteration. This training shall assist the organizations on understanding how CI targeting works and the appropriate ways it will be employed.
- Develop CI High Value Individuals (HVIs) based on the S2 and 902d Command Group priorities through open-source and classified source research
- Provide specialized expertise in qualitative and quantitative analysis to provide an analytically derived, empirically supported, and quantitative basis for decisions regarding targeting and other options to enhance the operational effectiveness of network attack efforts
- Participate in production, indications and warning, targeting, imagery, network analysis, counterintelligence, information operations, foreign disclosure, international engagements, and threat analysis
- Initiate and conduct research efforts as well as plan, coordinate, and synthesize research to produce all source intelligence products and responses
- Produce or provide support to the production of Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight the operational potential where friendly and enemy elements intersect
- Provide research, analysis and recommendations regarding liaison efforts with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products
- Provide specialized expertise in qualitative and quantitative analysis to provide an analytically derived, empirically supported, and quantitative basis for decisions regarding targeting and other options to enhance the operational effectiveness of network attack efforts
Please note that the availability of this position is contingent upon contract award, which is expected in October 2021.

Job Requirements
- Active TS/SCI security clearance and Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis
- Must be a graduate of any of the following Military Department Intelligence Certifying Courses:
- Army (Officer) – Military Intelligence Captains Career Course or Service Equivalent. Additional Skill Identifiers in an intelligence field are desired.
- Army (Warrant) – 350F Course or Service Equivalent. Completion of Warrant Officer Intermediate Level Education and/or Additional Skill Identifiers in an intelligence field are desired.
- Army (Enlisted) – 35F Course or Service Equivalent. Completion of Senior Leaders Course and/or Additional Skill Identifiers in an intelligence field are desired.
- On-the-job training – Acquired through DoD joint service equivalent, or civilian 0132, 1811 experience as intelligence or targeting analyst in OCONUS DoD environment, providing intelligence analysis and targeting experience in support of military operations.
- Minimum 15 years of experience, with specific minimum requirements in each of the following fields:
- Management (3 years or more).
- All-Source Analysis (8 years or more).
- * Creditable experience in distinct fields cannot be combined to meet the minimum total years (see above). College education does not substitute for experience.
- Understanding of Intelligence Cycle, Collection Management Cycle, Targeting Cycle and intelligence analytic techniques including trend and pattern analysis, geospatial analysis, link analysis and network or social network analysis.
- Understanding of Intelligence Support/Role in the MDMP
- Experienced with data processing systems such as DCGS-A, CIDNE, and SIPRNET and JWICS search engines.
- Possess strong research and writing skills
- Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements
- Demonstrates mastery of qualitative and quantitative analytic methodologies and the ability to pursue developments in academia or other fields that affect tradecraft methodology
- Demonstrated ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks
- Demonstrated ability to conduct in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulate key findings
- Demonstrated ability to work independently and with minimal oversight
- Demonstrated ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions
- Ability to routinely test analytic rigor of analytic products
- Demonstrated working knowledge of the concepts involved in the specific functions outlined in the job description
- Knowledge of and demonstrated ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures
- Demonstrated ability to work semi-independently with oversight and direction
- Demonstrated ability to use logic when evaluating and synthesizing multiple sources of information
- Demonstrated understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications
- Demonstrated ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments
- Demonstrated ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in various formats, including Microsoft Office tools (e.g., Excel, Word, PowerPoint, etc.), electronic/soft copy matrices and/or web-enabled formats
- Demonstrated ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally
- Demonstrated proficiency using Microsoft Office tools
- Demonstrated ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols
- Demonstrated ability to recognize nuances and resolve contradictions and inconsistencies in information
- Demonstrated working knowledge of complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but not limited to, analysis of competing hypotheses, devil's advocacy, high-impact/low-impact analysis, red team analysis, and alternative futures analysis
- Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the job description
- Demonstrated understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements
- Demonstrated comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the position
- Demonstrated ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced
- Demonstrated ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines
- Demonstrated ability to work independently with minimal oversight and direction
