The Infrastructure Asset Management Administrator is responsible for the oversight, administration, and optimization of the asset management software system used for managing and maintaining Harris County’s infrastructure assets. This critical role involves managing software configurations, data integration, user training, and ensuring the software effectively supports asset management objectives. The administrator will collaborate with precincts and various departments to ensure the efficient management and preservation of public infrastructure assets. Job Duties:
- Software Implementation and Configuration:
- Manage the implementation and configuration of infrastructure asset management software to meet the County's specific needs.
- Collaborate with departmental stakeholders to define software requirements and ensure alignment with organizational goals.
- Data Management And Integration:
- Coordinate data collection, input, validation, and integration processes to maintain accurate and up-to-date asset information.
- Develop and enforce data quality standards and protocols.
- Apply data analytics techniques to monitor and optimize the entire lifecycle of assets, ensuring longevity and efficient utilization.
- Integration And Data Sharing:
- Ensure seamless integration of asset management software with other relevant systems and databases to facilitate data sharing across departments and with external partners.
- Implement data-driven strategies to enhance asset performance and streamline maintenance processes.
- Reporting And Analysis:
- Generate insightful reports and analytics from asset management data to support data-driven decision-making and resource allocation.
- Collaborate with departments to identify key performance indicators (KPIs) and develop custom reports.
- User Training And Support:
- Provide expert training and technical support to end-users, including county staff and external stakeholders.
- Develop advanced user documentation and training materials based on your extensive knowledge and hands-on experience.
- Data Security And Privacy:
- Implement robust security measures to safeguard sensitive asset data within the asset management software.

- A BA/BS degree in Computer Science, Civil Engineering, GIS/ Information Technology, Finance, Public Administration, Urban Planning, or a related field is required.
Experience:
- 5 or more years of proven experience in asset management administration or a role in GIS administration or data analytics.
Knowledge, Skill & Abilities (KSAs):
- Demonstrated experience in an asset management role with a proven track record of successfully overseeing and optimizing asset lifecycles.
- Proficiency in configuring and managing integrated GIS-based asset management software, showcasing expertise in data management, reporting, validation, integration, quality assurance, and comprehensive database management.
- Expertise in GIS technology and data analytics, coupled with a keen ability to integrate these technologies seamlessly into asset management systems for advanced spatial data analysis.
- Knowledgeable in infrastructure asset management principles, encompassing lifecycle management, data collection, condition assessment, and risk analysis, providing valuable insights for strategic decision-making.
- Working knowledge and hands-on experience with relational databases within MS SQL Server, offering an added advantage in database management.
- Possesses strong analytical skills, enabling the interpretation of asset data, generation of detailed reports, and identification of trends and insights crucial for informed decision-making.
- Proven ability to provide expert technical support and deliver effective training sessions to end-users and stakeholders.
- Capability to create comprehensive user documentation, training materials, and standard operating procedures that facilitate seamless software adoption.
- Effective communication skills, both verbal and written, enabling clear interactions with technical and non-technical professionals.
- Exceptional collaboration skills, demonstrated through successful teamwork with different departments and teams to ensure software alignment with organizational goals.
- Ability to work independently, showcasing initiative and effectiveness in meeting the unique demands of special projects.
- Effective time management and prioritization skills, enabling the successful handling of multiple tasks while meeting deadlines.

- Full-Time | Regular | 40 hours per week
- Hybrid schedule: Three days in the office and two days working from home.
- Subject to early mornings, late evenings, weekends and holidays at times, depending upon the project or workload.
Salary: Commensurate with experience, based on 26 pay periods
Physical Demands and Environmental Exposure:
- Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
- This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
