The Iowa Finance Authority (IFA) is seeking a dynamic and experienced Tax Credit Director to lead our Low Income Housing Tax Credit (LIHTC), Historic, Workforce Housing and Redevelopment Tax Credit programs in collaboration with the Iowa Economic Development Authority (IEDA). As the Tax Credit Director, you will play a critical role in advancing housing initiatives across the state.

Duties:
Leads and supervises our Tax Credit team to carry out responsibilities of programs, build partnerships with stakeholders, explore new opportunities for housing and economic development, and provide strategic direction for each program.
Tax Credit Programs Oversight:
- Oversee the development and execution of IFA’s Federal LIHTC, Historic, Workforce Housing, and Redevelopment Tax Credit programs.
- Ensure initial compliance and effective allocation of the Tax Credit programs.
- Foster innovation and implement team decisions on guidelines and policies.
- Ensure programs meet state and federal requirements.
- Participate in board meetings and provide program reports.
- Collaborate with internal and external stakeholders to evaluate program effectiveness and work with team to implement improvements.
- Develop and maintain internal management controls.
Stakeholder Engagement:
- Create and strengthen partnerships with developers, property managers, investors, community leaders, legislators and other stakeholders to advance housing opportunities in Iowa.
- Collaborate regularly with internal partners including asset management, finance, accounting, legal, legislative, SHPO, communications and other community development teams.
- Facilitate stakeholder discussions regarding policies, projects, and community development.
Communication and Advocacy:
- Develop expertise in tax credit programs.
- Represent IEDA|IFA at national, state, and local conferences and events as a speaker, panelist and participant.
- Engage with national and state housing finance organizations.
Team Leadership:
- Set goals that complement and support the IEDA|IFA mission and lead activities of team members.
- Mentor and support team members to achieve goals and successfully implement tax credit programs.
Ideal candidates:
- Have strong leadership, communication and stakeholder development skills.
- Have experience in affordable housing, multifamily development, commercial finance or related housing programs.
- Have knowledge of federal and state regulations governing tax credit programs.

The Tax Credit Director position is a non-merit, non-contract covered position that is classified by the State of Iowa as a Public Service Manager 1. This position is exempt (salaried) per FLSA regulations. Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
