What You'll Be Doing
The Lead Cost Estimator is responsible for developing and leading the cost estimates for the capital projects and support/guide project managers to ensure the projects cost estimates are well prepared with accuracies. Accountable for ensuring project estimates are developed with required accuracy to support the project appropriation as required by the client Project Management FEL process. The incumbent would be accountable to develop the robust cost estimating process, procedures, policies, and tools aligned with ACCE guidelines as well as requirements defined by the client Capital policies and Project management process/stage gate approvals. The Lead Cost Estimator will be an expert and authority to ensure all cost estimates for all projects are completed in its entirety.
Primary responsibilities will include but are not limited to:
- Develop the process/guidelines/standards/templates/tools to develop the conceptual and detailed cost estimates for the capital projects; (Study Grade +/-50%) through the final approval & appropriation (+/-10%)
- Performing bid analysis on service contracts and estimating scope & field changes during execution
- Work closely with cost control to gather data and analyze completed projects to update cost database, tools, and internal/external benchmarking
- Providing cost estimating support/guidance to project managers/teams and customers (business & ops teams)
- Own the cost estimating discipline and ensure the estimation process is being followed by all projects
- Ensure the estimation processes/procedures and tools are well aligned with estimation class definition, AACE and industry best practices
- Review and validate project cost estimates for all projects for each phase
- Mentor younger project engineers/interns and utilize them to develop the cost estimates
- Build on existing estimate templates and WBS structure
- Provide appropriate estimate development training to Project Managers as needed to ensure estimate accuracy
- Develop waterfall analysis for the increased/decreased cost estimates and change orders
- Develop, organize, and manage a centralized cost estimating database and a formal process to support cost benchmarking
- Provide improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs
- Develop cost estimating training/guidelines to ensure a common understanding throughout the organization of cost estimating process and requirements
Ideal Background
Required Qualifications:
- Bachelor’s degree in Engineering, mathematics, Construction Management or in a related field
- Minimum ten (10) years of experience working on capital projects in project controls, engineering, project management, or construction management to utilize to produce cost estimates/cost analysis for the client.
- Demonstrate strong analytical skills to assess and interpret complex datasets and drawings
- Possess strong communication/presentation skills to work/interact with several customers/management/senior leadership within the client
- Experience in estimating supporting Engineering, Procurement and Construction estimates for Petrochemical refineries and/or manufacturing plants
Preferred Qualifications:
- Estimating skills must include knowledge of factored estimating techniques and experience preparing detailed estimates
- Field experience preferred
- Experience in being a team lead and presenting to Senior Management
- Experience with Microsoft Office suite with advanced skills in Excel required
- Understanding of contractual language, ability and knowledge to review completed bids for accuracy in pricing, resources, equipment, subcontractors, safety considerations, schedule, and quality as it affects pricing (for estimates)
- Ability to work in a team environment and willingness to share knowledge and learn from others
- Can manage multiple projects and priorities in a logical, methodical manner
- The ability and willingness to work under tight time restraints
- Strong written and verbal communication skills
- Good attention to detail, with the ability to recognize discrepancies
- Strong work ethic - Willing to do what it takes to get the job done
- The ability to work independently as well as part of a team
- Ability to interact with personnel on a professional level
- Strong organizational and time management skills
