Who We Serve
Pacific Clinics serves children, transitional age youth, families, adults, and older adults. We offer a full range of mental and behavioral health services, foster care and social services, housing, continuing adult education and early childhood education programs to Medi-Cal eligible individuals and families throughout Alameda, Contra Costa, Fresno, Kings, Los Angeles, Madera, Orange, Placer, Riverside, Sacramento, San Bernardino, San Francisco, Santa Clara, Solano, Stanislaus, Stockton, Tulare and Ventura Counties.
JOB SUMMARY
Schedule: Monday through Friday 9am to 5pm.
Works within the vision, mission, and philosophy of the agency. This position oversees critical budget, analysis and reporting responsibilities, partners with Regional Executive Directors to align financial strategies with Program objectives and ensures compliance with contract fiscal requirements. The Finance Manager collaborates with cross-functional teams to drive actionable insights and decision support analytics and leads complex financial projects and business process optimization initiatives. The Finance Manager leads and develops a team of analysts in the designated area of responsibility to deliver high-quality financial support, problem solve and create value.
- Manages the development, implementation, and monitoring of the budget and financial management and analyses of projects.
- Supports and participates in the overall planning, coordination, and administration for budget management process.
- Partners with our operations teams to enhance reporting, manage expenses, provide insights, and develop and deliver key business metrics.
- Provide strategic guidance, business insights and recommendations to Regional Executive Directors to control costs, optimize program value and drive efficiency.
- Develops, revises, and implements budget administration processes and procedures.
- Manages the preparation and provision of financial, revenue, expenditure, fund status, and variance reports to management to enable financial and budgetary monitoring, control, and positive cash flow.
- Identifies and advises management on budget concerns such as budget overruns, revenue shortfalls, and other financial issues.
- Responds to inquiries and requests from management and other departments regarding budget/financial issues and special reports and analysis.
- Recommends options and solutions and works with management to resolve problems.
- Supports management information and reporting requirements via the maintenance of current reports, design of new reports, and writing of ad-hoc reports as required.
- Develops FP&A processes and builds financial models for forecasting, financial planning, investment analysis, risk mitigation and project evaluation.
- Develops and supports improvements in the design and implementation of financial tracking, analyses, forecasting, and reporting systems.

Other Specific Requirements
- Excellent knowledge of Generally Accepted Accounting Principles (GAAP) required.
- Advanced Microsoft Word and Excel and basic PowerPoint skills required.
- Intermediate word processing and database management skills required.
- Strong working knowledge of numbers, operations, and interrelationships including arithmetic, algebra, geometry, calculus, statistics, fractions, percentages, ratios, and proportions and their applications required.

Minimum Education and/or Experience
- Bachelor’s Degree (BS) in Finance, Business Administration, Accounting, or related field required.
- Master's Degree in Business, Administration, Accounting, Finance or related field preferred.
- Two to Three (2-3) years of progressively responsible experience in all areas of financial planning and analysis required.
- Zero to Two (0-2) years of experience managing staff and peers required.
