We are currently looking for a Fleet Analyst I/II/III/Sr. for our Owensboro, KY office.
POSITION DESCRIPTION:
As a member of the Fleet Services group within the Supply Chain department, the Fleet Analyst plays a critical role in managing, guiding, and maintaining compliance within the fleet of light-, medium- and heavy-duty trucks as well as associated drivers and work equipment in support of the operational and commercial needs of the partnership, while supporting a varied internal customer base. While maintaining the integrity and compliance of processes and database information, the Fleet Analyst shall maintain an accurate database of vehicles, react quickly to solve routine issues that may arise during operations, and ensure regulatory compliance for licensing and permitting fleet assets.
This position also interprets, supports, and provides both guidance and instruction on BWP compliance with Federal and State laws regarding titles, licenses and DOT registration requirements for vehicles and equipment, as well as driver qualifications/certifications, while providing excellent customer service for each of our fleet vehicles (which is approximately 750 vehicles), as well as all drivers and operators of our fleet equipment. The Analyst assists the Fleet Manager with oversight and compliance of the BWP Fleet functions, including strategic and operational planning, and compliance with federal/state requirements, as well as BWP company policy. Daily, this position provides detailed instruction, guidance, and oversight to Boardwalk driver operators and recordkeepers, other key internal stakeholders, and outside regulatory and industry parties.
In addition, the Fleet Analyst works with the Fleet Manager to identify opportunities to improve operational efficiencies in such areas as fleet deployment, utilization, fuel expenditures, maintenance costs, ordering costs, and replacement cycle times.
ESSENTIAL FUNCTIONS:
- Area of expertise shall interpret/apply both governmental and company regulations, provide instructions and guidance to BWP personnel and communicate complicated topics to those involved with required recordkeeping and operation of vehicles and equipment clearly and succinctly in both oral and written form.
- Identify and recommend opportunities for operational improvement and develop implementation training presentations and plans.
- Create computerized reports summarizing key data for senior leadership.
- Work independently on multiple concurrent projects with limited direction.
- Interact daily with internal customers, vendors, and government representatives and tailor communication style and content to suit the audience.
- Maintain an accurate inventory of company assets using existing systems (currently OMS:Fleet database).
- Provide guidance across Boardwalk such that it ensures permits and licenses are obtained and delivered on time to maintain regulatory compliance.
- Provide timely instruction for drivers experiencing problems/issues with equipment or systems, along with daily instruction and support and guidance for overall fleet operations.
- Prepare basic legal documents such as Bills of Sale using government-required forms, as well as provide guidance to BWP responsible parties.
- Execute and maintain important documents such as permits, titles and tax forms.
- Maintain accurate records on all vehicle and work equipment assets, as well as drivers.
- Advise on technical direction and coordination to Boardwalk’s fleet audience for support and maintenance of assigned vehicles, including daily communications/guidance with fleet drivers and automotive repair shops.
- Analyze specific repair requirements and value to evaluate and advise the most economical solution for the Company to maintain fleet assets with minimum business interruption.
- Responsible for maintaining all DOT vehicle and trailer records in compliance with federal and state DOT, as well as Boardwalk, standards.
- Responsible for working with the Safety Department to ensure DOT vehicles and driver records remain reconciled and in satisfactory compliance.
- Responsible for providing guidance/oversight of all DOT vehicle and driver filings, with local state and federal authorities.
- Responsible for preparation and execution of FMCSA/DOT audit processes.
- Perform a variety of duties requiring use of independent judgment and technical knowledge.
- Collaborate with Procurement and Investment Recovery, in ordering and disposing of company owned fleet.
- Performs other duties as assigned.
- Coordinate onboarding of new DOT/CDL/CMV Boardwalk drivers.
- Coordinate with company resources to ensure proper guidance on DOT Drug and Alcohol testing for employees complies in the fleet program.
- Work with Fleet Manager on strategies for equipment and vehicle assignments.
- Obtain vehicle condition reporting and re-marketing for surplus/obsolete vehicle and equipment.
- Interface with public agencies, as well as all levels of employees within the company.
- Collaborate with Fleet Manager on development, communication and application guidance of fleet policy, procedures, and standards.
- Develop performance metrics that are used to study and develop fleet/vehicle efficiencies.
- Lead vehicle/equipment and up-fitting specification development.
- Lead Tax/Title/Registration Management for new equipment/vehicles.
- Collaborate with BWP Safety and Risk Management on joint BWP program/policy adherence.
- Collaborate with Risk Management on distribution of fleet insurance cards, as well as vehicle and work equipment insurability listings for BWP compliance.
- Provide BWP Property Tax Department with an annual Public Services Vehicle list for renewals.
- Produce reports from JJ Keller (third party DOT filing compliance) to maintain state and federal compliance of BWP drivers.
- File Deficiency Reports of missing/outdated items.
- Collaborate with JJ Keller and other external agencies to ensure fleet/driver reporting and compliance that includes DOT/Hazardous Material / Environmental / International Fuel Tax “IFTA” / Inspection / Driver Certification / State and Federal / Unified Carrier Registration / Heavy Use Tax / IRP account / Federal Highway Heavy Use Tax – IRS Form 2290 / Kentucky Weight Distance Tax / Veri-Corp driver certification / PHMSA regulations.
- Author companywide portal site for Fleet Services.
Some travel to field operational locations may be required. Travel is not anticipated to exceed 3-6 times per year at 1-3 nights per trip.

PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
- Interstate natural gas pipeline experience.
- Minimum two (2) years’ experience in Fleet Vehicle, Driver, and Equipment service environments; DOT standards & industry practices a plus.
- Understanding of supply/vendor base for vehicles and work equipment.
- Elevated familiarity with third party fleet service providers and associated technology tools (e.g., JJ Keller, PC Carbook).
- Comprehensive understanding of state, local and Federal codes, and regulations as they relate to titling/licensing.
- Thorough knowledge of state and federal Department of Transportation (DOT) regulations including driver qualifications.
REQUIRED EDUCATION:
- Bachelor’s degree (preferably in the field of Supply Chain Management, Finance, Accounting, or Business Administration), or an equivalent combination of education and related work experience.
PREFERRED EDUCATION:
- Previous experience working within the oil and gas industry, trucking/transportation industry, or other fleet management role is helpful, but not necessary.
