Position Description: The Project Cost Analyst performs analysis of project budgets, invoices, and forecasts needed to meet contractual/project requirements.
Minimum/General Experience: 5 - 7 years general accounting/financial support experience; 3 years program financial support experience.
Minimum Education: Bachelor's Degree in Business, Finance, Accounting or related field.
Essential Skills/Qualifications:
- Expertise in project financial functions such as project budgeting, auditing, forecasting, and analysis.
- Expertise in Unanet Enterprise Resource Planning (ERP).
- In-depth knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR).
- Exceptional grasp of generally accepted accounting principles (GAAP) and an in-depth working knowledge of the Cost Accounting Standards (CAS).
- Knowledge of Contract design and structure (e.g., Firm Fixed Price (FFP); Time and Materials (T&M); Cost Plus Fixed Fee (CPFF); Indefinite Delivery, Indefinite Quantity (IDIQ); and, competitive and sole source procurements).
- Knowledge of Contract Compliance.
- Above average proficiency with MS Word including formatting.
- Above average proficiency with MS Excel.
- Above average proficiency with MS SharePoint.
- Strong attention to detail skills.
- Ability to perform multiple roles simultaneously/multi-task in a dynamic small business environment.
- Ability to use initiative and independent judgment within established policy and procedural guidelines.
- Ability to work in a non-standard office environment as needed.
- Effective in interpersonal relationship building and collaboration.
Security: Ability to handle personal identifiable information (PII) and controlled unclassified information (CUI).
- U.S. Citizenship or Permanent Resident.
Must be able to maintain clearance at current level of: Federal Civilian Public Trust and/or Department of Defense Secret. Must be able to obtain and maintain a higher level to satisfy contract requirements if needed.
Tasks/activities include, but are not limited to:
- Performs complex analysis of project budgets and schedules needed to meet contractual/project requirements.
- Supports multiple contracts from beginning to end, with understanding of Close, Forecast, Invoicing, Pricing and Collections.
- Supports coordination, negotiation and resolution of project financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements.
- Monitors the status of financial accounts, ensuring that task order charges accurately reflect the correct labor hours and rates, subcontractor costs and other direct costs (ODCs).
- Monitors project spending versus plan and notifies management promptly of any over/under runs.
- Interfaces with top management, responding to their requests for project financial data.
- Resolves project reporting and compliance issues.
- Monitors Days Sales Outstanding (DSO) calculations and takes actions in order to drive cash collection.
- Validates Backlog Revenue on a quarterly basis adjusting as needed based on customer spending patterns.
- Prepares Monthly Project Financial Reports, ensuring project financials are accurate.
- Tracks subcontractor funding allocations with Prime contract, subcontractor funding, subcontractor billing and payments.
- Maintains good internal controls and policies based on contract requirements, accounting/financial standards, and procurement processes.
- Monitors timesheet compliance and contractor hours; informs management of any issues requiring action.
- Conducts project baseline planning, actual cost verification, preparation of Estimates at Completion (EAC), variance analysis, revenue and profit forecasting and general support to the Program/Project Manager and/or Team with business and financial analysis.
- Performs project Basis of Estimate (BOE) preparation; Budget preparation, reporting and management; Cost & Variance Analysis; Estimate at Completion (EAC); Forecasting; Contractual Reporting (CDRL, Cost & Pricing); Risk Management; Audit support; Fiscal period close; Program Managers education on the financial results and Program Review preparation.
- Monitors project expense management to include travel.
- Supports business development pricing and prepares cost proposals.
Compensation & Benefits: The annual projected pay range for this position is $67,259 - $131,163 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
