What You Will Be DoingThis position primarily works with the Office of History and Archeology and is responsible for grant programmatic administration, award implementation, and financial administration of federal grants for the Historic Preservation Fund, Maritime Preservation and Education, Cultural Resource Management, and the American 250 programs. The incumbent is responsible for technical assistance to grantees, dissemination of information to other agencies and the public, development and administration of special projects, compliance monitoring and research, and submission of required financial and budget items.
Mission and CultureThe Division of Parks and Outdoor Recreation provides outdoor recreation opportunities and conserves and interprets natural, cultural, and historic resources for the use, enjoyment, and welfare of the people.
Core ResponsibilitiesThe core responsibilities of this position include but are not limited to:
- Researches, develops, and writes federal grant applications; develops and writes grant solicitation documents; solicits grant applicants through an open, competitive process; receives grant applications, scores applications, ranks applications, and approves funding for successful grantees.
- Prepares final grant documents that include terms, conditions, scope of work and payment terms. Finalizes approved grant forms and sets up required funding structure requests. Tracks and monitors program budgets and funding.
- Evaluates the adequacy and accuracy of financial reports, payment requests, and accompanying documentation submitted by grantees, creates federal billings and compares financial information and related documentation contained in the reports with the scope of grant awards, and determines appropriateness of expenditures. Prepares required reports and financial draws to satisfy various federal and state requirements.
- Provides verbal and written direction to grantees for interpreting statutes, regulations, policies, and procedures governing grants and responds to questions concerning grants from grantees, private citizens, local government agencies, and other community entities.
- Analyzes existing policies and procedures and makes recommendations for technical improvements to program delivery; drafts new or revised policies, procedures, forms, and other documents used in grant activities; conducts research and writes memorandums and reports for program redesign and develops presentations.
- Works with state grant management software to process applications and manage approved awards from inception to closure.

The Working Environment You Can ExpectThis position is located in the Director’s Office on the 13th floor of the Robert Atwood Building. The Atwood building is shared with various state entities, including other DNR divisions. Our office is conveniently situated in downtown Anchorage, close to a variety of restaurants, boutique stores, the Anchorage Museum, and the Coastal Trail, all within walking distance.
We are looking for an individual with the following demonstrated knowledge, skills, and abilities:- Experience with federal grants and/or Interagency Service Agreements administration.
- Working knowledge of program administration, including budgeting and financial management.
- Proficient in effectively communicating complex information regarding policies, procedures, and regulations to the general public through in-person interactions, phone calls, and written correspondence, all while maintaining a professional demeanor.
- Demonstrates a strong work ethic with exceptional skills in organizing, prioritizing tasks, and maintaining attention to detail.
Minimum QualificationsSuccessful completion of a formal training plan as a Grants Administrator 1 with the State of Alaska.

Any combination of education and/or experience that provides the applicant with competencies in:
- Accounting: Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
- Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
- Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
- Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
- Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Any combination of preparatory post-secondary education and/or experience in accounting, grants administration, budget administration, procurement, professional services contracts and/or providing administrative support to a business or organization.
