Competitive Position
NOTE: This position is a competitive position, requiring applicants to meet minimum qualifications established for the position and successfully meet civil service examination requirements. A provisional appointment may be made to this position. Permanent appointment will be dependent upon participation in the examination AND being reachable from the resulting eligible list.
Responsibilities include primarily representing the County in Family Court for JD and PINS matters, handling litigation in State and Federal Court, contract drafting and negotiations, and advising various County departments. This is a full-time position. The applicant must be an admitted attorney.

This is a managerial position involving responsibility for the overall function of the Department of Planning and Economic Development. The position involves developing policy, organizing and directing departmental work in such areas as comprehensive development, environmental and transportation planning, economic development and community assistance. Projects are assigned to subordinate staff members who are responsible to the Commissioner for their progress and eventual completion. The work is performed under the administrative direction of the County Executive or a designee with leeway allowed for the exercise of professional planning and administrative judgment to carry out the duties of the position to the fulfillment of the current goals and objectives of the County.
Broome County is seeking an experienced professional engineer to serve as the Department of Public Works Deputy Commissioner of Engineering. The Deputy Commissioner is responsible for supervising the County engineering staff who manage the design and construction of all Broome County engineering projects under the jurisdiction of Public Works. Additionally, this position consults with and advises the Commissioner, Budget Director, and other County officials in determining which capital and non-recurring repairs and replacement projects best meet the needs of the County.
The successful candidate must possess NYS PE license, and thorough knowledge of civil engineering practices and principles, with preferred experience in both design and construction administration. A good working knowledge of budgeting and financial record keeping, personnel administration, supervision, and administrative practices and controls are critical. The candidate must possess the ability to work cooperatively and effectively communicate with department staff, other department managers, and members of the public.
This is a professional administrative position that involves managing, planning, organizing, implementing, and evaluating a County-wide program for emergency services. This includes implementing operations necessary to effectively mobilize and safeguard the community in the event of natural and man-made disasters. Under general direction, the incumbent will research the Emergency Management (Civil Defense), Fire Coordination, Emergency Medical Services Coordination, and Emergency Communications needs of the County and direct the operational and planning efforts to meet these needs. General supervision is exercised over the Deputy Director and professional staff and direct supervision is exercised over clerical and technical staff.
This position involves responsibility for initiating, and managing a local public health program and has the general powers and duties specified in Section 352 of the Public Health Law. The incumbent is responsible for maintaining a high standard of public health services in accordance with the general policies and objectives of the County Executive and County legislature and with applicable State and local health laws and ordinances. General supervision is exercised over the environmental health, sanitation, medical and public and/or community health nursing services.
MINIMUM QUALIFICATIONS:
- A) Possession of a Master's Degree in Public Health or a related field; and three years of public health administration experience; OR
- B) Combination of education and experience deemed equivalent by the State Commissioner of Health.
NOTE: All appointments to the position of Public Health Director must be approved by the State Commissioner of Health.
SPECIAL REQUIREMENT: Incumbents in this position are required by the County Legislature to reside within the County of Broome, OR an adjoining county (TIOGA, CORTLAND, DELAWARE OR CHENANGO) at all times during their employment in the title.
SPECIAL NOTE: Incumbent is designated as an Emergency Operations Center staff member by the County Executive.
