Education and Experience: A Bachelor's degree or higher in accounting, business or public administration, finance or a related field including a concentration of 18 upper division semester credit hours in accounting, and six (6) years accounting or financial management experience, including two (2) years of supervisory experience.

Job Responsibilities:
- Manage coordination of professional accounting services through professional subordinates for a program of broad scope.
- Plan, organize, implement, direct, and review functions performed by financial services staff to account for the estimated and actual revenues, expenses or assets of a City department or Citywide function.
- Oversee provision of fiscal administration and allied internal control activities such as receipt and deposit of collections, inventory and capital asset management, investment portfolio activity, comprehensive financial reporting, trend and cost/benefit analysis, budget request consolidation, cash flow and expenditure monitoring, customer billing and account servicing, and payroll and personnel record keeping.
- Conduct annual external audit and prepare the Comprehensive Annual Financial Report.
- Troubleshoot non-routine transactions, analyze daily system batches to ensure correct posting to the general ledger, and identify systemic solutions.
- Study impact and advise management on new and changed fiscal, regulatory and accounting constraints and treatment options, including assessment of risks and plans for implementation.
- Establish area goals and assess progress. Recommend and initiate approved action plans to improve service delivery methods, administrative processes, and security controls.
- Represent the organization by attending various meetings and conferences, interacting with officials, department directors, coworkers, and the public.
- Advise city officials and executives of situations or issues that could lead to deviation from expected results, and recommend appropriate solutions.
- Supervise assigned employees: Assign, schedule, guide and monitor work; appraise employee performance; provide staff training and development; counsel, motivate and maintain harmony; interview applicants; enforce personnel rules and regulations.
