The American Rescue Plan Act (ARPA) provided $641 million to the City of Baltimore in response to the COVID-19 public health emergency and its negative economic impacts. Mayor Brandon M. Scott established the Mayor’s Office of Recovery Programs to transparently and effectively administer this funding on behalf of the City.

About The Role
The Accountant II will be a trusted member of the Recovery Office finance team, working collaboratively to solve problems, maintain accurate financial records, and fully leverage the City’s new financial system, Workday. The Accountant II will report to the Deputy Director and will be principally focused on creating, monitoring, and compiling financial information for both capital and operating projects.
- Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
- Design or implement improvements in communication, monitoring, or enforcement of accounting standards.
- Prepare adjusting journal entries.
- Review accounts for discrepancies and reconcile differences.
- Process invoices for payment.
- Verify accuracy of financial information and records.
- Assist internal or external auditors.
- Identify compliance issues that require follow-up or investigation.
- Disseminate written policies and procedures related to accounting transactions.
- Conduct periodic internal reviews or audits to ensure that procedures are followed.
- Assist in the preparation of regulatory documentation activities.
- Other duties as assigned.
About You
At a minimum, you have:
- A Bachelor’s degree in Accounting from an accredited college or university.
- At least three (3) years of relevant professional experience.
- Ability to work independently and in a collaborative team environment.
- Commitment to diversity, equity, and inclusion.
- Excellent judgment and high professional standards.
- Ability to translate complex financial transactions and jargon into plain language.
- Strong working knowledge of Microsoft Excel.
- Strong attention to detail.
- Strong written and verbal communication skills.

- Experience using Workday software for financial transactions.
- At least two (2) years of government accounting experience.
- Experience monitoring federal or state grants.
- Past audit experience.
SALARY RANGE: $68,289 - $86,315
