Job Description:
The Department of Healthcare and Family Services, Bureau of Rate Development and Analysis is seeking to hire a manager for the Long Term Care Reimbursement unit. We are seeking an experienced and self-motivated administrator to oversee the development of reimbursement rates for long term care providers. The candidate will demonstrate the ability to work effectively with a team of professionals to facilitate development of reimbursement rates for long term care providers.
The ideal candidate will have supervisory experience, a working knowledge of Medicaid reimbursement, excellent organizational and communication skills and possess the ability to effectively lead a team.
Job Responsibilities:
- Subject to management approval, serves as the Long-Term Care (LTC) Reimbursement Unit Manager for the Bureau of Rate Development and Analysis.
- Serves as full line supervisor.
- Provides comprehensive analyses utilizing Statistical analysis Software (SAS) and Structured Query Language (SQL) Assistant programs, evaluation and development of the long-term care providers reimbursement system.
- Directs the research and development of the geriatric rate system.
- Establishes goals and objectives for institutional liability tracking.
- Confers with department administrative staff and budget, legislative and program staff regarding budget, policies, rules, regulations, state plan provisions and legislation relating to LTC providers’ operations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications:
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications:
- A minimum of three (3) years of professional experience in medical provider rate setting, including institutional providers.
- A minimum of three (3) years of professional experience developing and implementing reimbursement programs, policies, and procedures to ensure compliance with State and Federal guidelines.
- A minimum of three (3) years of experience programming with Advanced SAS programming or an equivalent programming language.
- A minimum of two (2) years of experience with Medicaid Claims Data specifically client, provider and institutional services.
- A minimum of three (3) years of professional experience developing and implementing new program objectives.
- A minimum of two (2) years of experience supervising professional and bargaining unit staff.
Conditions of Employment:
- Requires the ability to pass a background check and self-disclosure of criminal history.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to utilize and maintain state issued equipment (i.e.: laptop, cell phone, etc.).
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime.
