What you will do for Harris County Precinct 4 (HCP4)
Harris County Precinct 4 is seeking a highly qualified candidate for our Financial Analyst position.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.
- Collaborate with Precinct 4’s staff and County’s Purchasing Agent to facilitate financial aspects of procurement activities and accounts payables.
- Establish and maintain positive working relationships with Precinct 4 staff, other Harris County departments and vendors, to address inquiries, resolve issues and foster collaboration.
- Prepare and submit necessary journal entries to the County Auditor for entry.
- Monitor budget balances, review budget transfers, and report on budget performance for ongoing projects and contracts.
- Executes the day-to-day financial operations, which include accounts receivable, revenue management, procurement and expense management.
- Identifies appropriate fund sources and funding availability for projects. Monitors transactions for compliance with funding source requirements.
- Prepare various financial statements, schedules, charts, reports, and conduct detailed financial analysis to identify variances and investigate causes.
- Prepare training materials and conduct training sessions for Division budget liaisons.
- Participated in special projects and accounting projects, including cost-benefit analysis, program evaluation, and financial modeling for new and ongoing projects.
- Monitors Procurement Card transactions for compliance with Policy and financial effectiveness. Develop reporting tools to trend and analyze expenses.
- Assists and participates in the annual budget process; monitors dashboard financial performance metrics; creates and analyzes Division-level financial transactions, projections, and reports.
- Maintains the Finance Division's SharePoint site to ensure information is available, relevant, and timely.
- Facilitates Finance Division inbox to address financial and budget questions from Precinct Four Divisions.
- Other duties: Performs all other duties as assigned.

Requirements
Education:
Bachelor’s degree in Business, Economics, Finance, Accounting, Public Policy/Administration, or related field from an accredited college or university.
Experience:
Two (2) years of experience in a financial, analytical, or consulting experience related to the type of work being performed
Knowledge, Skills and Abilities: - Intermediate proficiency in Excel which includes but is not limited to advance formula usage (e.g., VLOOKUP, INDEX-MATCH, IFERROR, PIVOT TABLES), data sorting and filtering, data compilation and manipulation, and conditional formatting.
- Outstanding organizational and time management skills with proven ability to organize, prioritize and analyze multiple and shifting priorities, projects, and deadlines
- Ability to work effectively, efficiently, and independently with minimal supervision
- Anticipate needs and make necessary and appropriate decisions independently
- Proven ability to handle confidential and sensitive information with tact and discretion
- Strong analytical, critical thinking, and problem-solving skills
- Knowledge of relevant government accounting standards and best practices
- Team player, flexible, adaptable, personable, and able to work well with others; takes direction, and fulfills responsibilities under stress or pressure
- Strong analytical skills.
- Strong knowledge and experience working with PeopleSoft, Outlook, Word, Excel, PowerPoint, PowerBI.

Work Environment and Physical Demands:
- This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.
- Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching, and bending. Frequently to walk, sit, talk, drive, hear, bend, stoop, twist, and balance.
