Work Schedule/FLSA Status: 261 day, 12-month / Full-Time, Exempt
Salary Schedule: $111,293.97 per year | Commensurate with education and experience
Position Purpose: The Multilingual Learner Teaching and Learning Consultant for Elementary provides administrative leadership to elementary EL programs with a focus on professional development and coaching of ML Facilitators and ELD teachers in support of district and school goals aligned with continuous improvement plans to promote EL success and build teacher capacity to meet the needs of English Learners. This position plans and facilitates district professional development for teachers in the area of English learners and provides strategic leadership and coordination of ongoing professional development at the district and school level through Professional Learning Communities and other school-based professional development.
Essential Performance Responsibilities:
- Provides strategic leadership for professional learning at the district and school level to meet the needs of English learners.
- Supports systematic implementation of EL strategies in all classrooms to promote multilingual learner success in alignment with district and school goals.
- Collaborates with EL Coordinator to supervise and implement EL services at the elementary level and analyze EL student data to monitor program effectiveness.
- Coordinates with other elementary TLCs to evaluate and assess curriculum needs to support EL success.
- Supervises implementation of EL strategies, scaffolds, and supports in K-6 elementary curriculum, instruction, and programming.
- Works to improve instructional programs for ELs by identifying, acquiring, and updating curricula, instructional materials, educational software, and assessment procedures.
- Provides instructional coaching related to EL and multilingual learner strategies.
- Provides expertise in the use of assessments and feedback for English learner growth and success.
- Collaborates with supervisors of Special Education and Gifted and Talented Education to improve instruction of ELs with disabilities and/or high ability learners.
- Coordinates identification of ELs and program implementation for early childhood classrooms funded through Title III, working in collaboration with Early Childhood.
- Participates in network teams support for schools, including collaboration and partnership with school staff and all central office administration staff.
- Collaborates to ensure best practices for English learners are implemented in all K-6 elementary classrooms.
- Conducts District-wide staff observations and coaching visits.
- Creates and delivers professional development throughout the year, including Curriculum Days and remote learning sessions for classroom teachers, Multilingual Learner Facilitators, and English Language Development Teachers.
- Provides additional support to all EL teachers and ML Facilitators in K-6 elementary education.
- Administers OPS staff appraisal process in conjunction with the Coordinator of EL.
- Supports district ELPA21 Screener and ELPA21 Summative assessment implementation.
- Models best practices in providing in-person and online professional development to teachers and leaders.
- Continues to acquire professional knowledge and learn of current developments in the educational field of multilingual learners by attending seminars, workshops, or professional meetings, or by conducting research.
- Works with an understanding of a diverse student population and equity and leads with the belief that every child, every day will be prepared for success.
- Shows evidence of the willingness and the ability to comply with the standards for ethical and professional performance established by district policy as well as the State Board of Education.
- Demonstrates a commitment to the mission & vision of the OPS district.
Knowledge, Skills, and Abilities:
- Master’s Degree with appropriate coursework in Elementary Education, Administration, Supervision, Personnel, Educational Psychology, TESOL, ESL, or related field required.
- A valid Nebraska Teaching Certificate with endorsement in the area of administration and supervision.
- K-12 ESL Endorsement required.
- A minimum of five years successful teaching experience as a classroom teacher and/or EL teacher in an elementary setting with multilingual learners.
- Strong understanding of instructional strategies related to English learners and supports for English learners within the elementary curriculum.
- Knowledgeable and current understanding of Nebraska Rule 15 regulations and procedures for English Learner programs and Nebraska English Language Proficiency standards.
- Understanding of and ability to support the implementation of the District’s Strategic Action Plan.
- Strong oral and written communication skills including public presentation skills.
- Ability to plan and deliver high-quality professional development; experience designing and implementing professional development for adult learners preferred.
- Ability to provide instructional coaching.
- Strong interpersonal skills pertinent to fostering positive relationships and the ability to work effectively with diverse students, instructional staff, administrators, and community.
