Pay Grade: K
Under broad supervision, conducts research involving data collection and analysis, develops and implements policy, and administers social services programs. Field Program Specialist staff support and assist regional and county leadership in achieving program outcomes by planning, coordinating, and monitoring regional projects that enhance service delivery to DFCS customers, and provide technical assistance to staff on project-related strategic initiatives.
Primary Duties:
- Performs job responsibilities with minimal supervision.
- Serves as job expert or organization resource in assigned area.
- Collects and analyzes data related to performance indicators and resources.
- Conducts research, develops social programs, assesses, coordinates and develops awareness of existing services and ensures that duplication is avoided.
- Designs and publishes plans for assessing the needs of the programs and the implementation of the plans.
- Develops and delivers formal and informal training.
- Develops policies and procedures in accordance with laws and regulations related to primary programs.
- Develops social programs, social legislation, or proposals based on demographics, social and economic analysis and the evaluation of pilot projects.
- Identifies and assesses economic and social developments.
- Identifies, plans and implements the development and utilization of local resources.
- May serve as mentor to new supervisors and staff.
- Monitors compliance, evaluates effectiveness and recommends/implements improvements to existing policies.
- Monitors the programmatic and financial activities.
- Provides direction and support for the ongoing operation of specialized programs.
- Provides technical assistance/training to internal and external service providers, developing policy interpretation, contractual services and/or evaluating quality and management.
The Safety Field Program Specialist summary of responsibilities:
- CPS Policy and Practice Expertise.
- Monthly reports and random sampling of CPS cases to be generated and completed to determine trends, quality and the fidelity to the region’s fundamental outcomes.
- Discussions held on cases with the Administrator, Supervisor and the case manager for transfer of learning.
- CPS Timeliness report and missed response times/missing ISA to be completed weekly.
- PLC Dependency report to be completed monthly.
- CICC Liaison (Administrative Reopens, Screen Outs and Open in Error) and override.
- Complete first level Administrative Reviews for the region.
- Provide support to the CPS Administrators and Supervisors while monitoring the region’s daily fundamental performance.
- Provide Live Learning and Trainings for the county based on the identified need and trends (in consultation with the county director) (one per quarter).
- Educate the county on policy updates.
- Update staff on Child Protective Services’ Policy.
- High priority cases contact for the region.
- Complete Fidelity Reviews.
- ISA Support Manager.
- SME for CPSIS/CAR (Conduct 2nd level reviews on the justification statements for all substantiated cases).
- SME for Plan of Safe Care.
- Mentor and coach Supervisors and Administrators as needed.
- Participate in 6-month case consultation, 8-month Kenny case review, War Room and facilitate 12-month case consultation.
Core Competences:
- Ability to work effectively at multiple levels of the organization and with multiple teams.
- Excellent oral, written, presentation and interpersonal communication skills.
Minimum Qualifications:
- Bachelor's degree in a related field from an accredited college or university AND Four (4) years of professional job-related experience which includes One (1) year in a lead worker, team leader, or supervisory role.
OR
- Two (2) years of experience at the lower level Social Svcs Prgm Consultant 2 (SSP041) or equivalent position.
Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:
- Two (2) years of management of subordinate managers/supervisors in a human services delivery program with the Division of Family and Children Services (DFCS), Division of Child Support Services (DCSS), Division of Aging Services (DAS), Department of Juvenile Justice (DJJ) or comparable agencies.
Special Requirements:
- Must have reliable transportation, proof of auto insurance, a valid state-issued driver’s license, and an acceptable driving history record.
