The Disabled Veterans’ Outreach Program (DVOP) Specialist will provide case management, outreach, and facilitate training and job placements to meet the employment needs of eligible veterans and eligible spouses entitled to these benefits, in accordance with the priorities determined by the Federal Department of Labor.
THIS IS A VETERAN-FUNDED POSITION.
Appointment to this position must be made in the order of preference provided by Public Law 100-323. Applicants claiming veteran preference must provide a copy of their DD-214 and when claiming disabled veteran preference must also provide a copy of their statement of disability from the Veteran's Administration.

The incumbent will assure the local office is compliant with Federal Regulations, standards of performance, and contractual provisions of the grant agreement mandating special services for Veterans. You will assist in helping Broward County Veterans and eligible spouses obtain wages to be sufficient and sustainable through training and employment.

Pay: $44,226.00/Annually
Your Specific Responsibilities:
- Conducts comprehensive and specialized assessments to eligible persons and develops an individual employment plan to identify the employment goals, appropriate objectives, and services for participants that will lead to sustained careers and lasting self-sufficiency.
- Provides individualized case management to eligible veterans and eligible spouses with Significant Barriers to Employment (SBEs).
- Evaluate community organizations to assess and leverage assets that can be utilized to mitigate individual barriers of eligible persons within case management.
- Coordinate with the U.S. Department of Veterans Affairs (VA) Intensive Service Coordinator (ISC) to provide case management assistance.
- Assures compliance inside the Florida Commerce management information system by recording accurate and complete case management activities and case notes.
- Reviews programs, services, forms, reports, and analyze data for compliance with state and federal statutes.
- Mentors new DVOP specialists, VA Work Study students, and SkillBridge interns.
- Provides outreach to local organizations to educate them on how to identify veterans with SBEs.
- Performs other duties as required by supervisors at the local organization.
Required Knowledge, Skills, and Abilities:
- Ability to promote and market the department and the Career Center.
- Knowledge of the principles and techniques of effective communication.
- Knowledge of the basic principles of counseling and case management.
- Working knowledge/experience using Microsoft applications.
- Skilled in group presentations, workshop instruction, and/or facilitation.
- Ability to work effectively as part of a team.
- Ability to utilize problem-solving techniques.
- Ability to conduct effective interviews.
- Ability to listen effectively.
- Ability to work independently by planning, organizing and coordinating work assignments.
- Ability to prepare reports to include recording, evaluating, and analyzing data.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required.
Minimum:
- Appointment to this position must be made in the order of preference provided by Public Law 100-323.
- Veterans Benefit Act of 2010 requires all newly hired DVOP specialists to satisfactorily complete Jobs for Veterans State Grant training.
- Degree in public administration, business administration or related field, plus three (1-3) years’ experience in office administration.
- The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within 60 days of employment.
- The selected candidate may be required to work weekends or after regular work hours.
- Required to travel locally and must furnish own transportation.
Preferred:
- A Bachelor’s degree from an accredited college or university in Business, Human Services, Education, or a related field.
- Professional or nonprofessional experience related to employment security.
