Location: On-site, The Dalles (Serving Wasco, Hood River, and Sherman Counties)
Hours/ FTE: M-F, 8.30 am-5.00 pm, 1.0 FTE (37.5 hours)
Pay Range (Dependent on experience):
- Clinical Services Manager 1: $6,784-$8,594/month
- Clinical Services Manager 2: $7,191-$9,109/month
- Clinical Services Manager 3: $7,622-$9,656/month

Description:
Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons with mental illness and addictions. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs.
The Clinical Services Manager assumes responsibility for the development, implementation, administration and evaluation of clinical services provided within a large Agency department. This position develops an effective team to participate and promote the mission and goals of the agency, and ensures that clinical documentation meets Oregon administrative, CCO and Medicaid requirements.

What skills and education you need:
Clinical Services Manager 1: Any combination of experience and training that demonstrates the ability to perform the duties of the position is qualifying. This would include:
- Master’s degree in psychology, social work, counseling, or related field and appropriate state license or certification; AND
- Two (2) years’ post-Master’s experience in behavioral health which includes at least one year of clinical supervision of other professionals including program supervisors. Experience in rural service delivery a plus.
- Must obtain professional licensure within two to four years.
- Experience in the administration of public mental health programs in Oregon is strongly preferred.
- Alcohol and Drug Counselor Certification (CADC II or III) and/or experience in dual diagnosis are preferred.
- Incumbent must obtain certification as an investigator and/or non-medical examiner for court in the procedures of involuntary commitments.
- Must possess a valid Oregon or Washington Driver's License, maintain an acceptable driving record and be insurable for occasional client service purposes and also for travel between business office for meetings and/or trainings.
- Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 to 407-007-0370.
- May require occasional ability to respond outside of regular office hours as assigned; ability to carry after-hours telephone.
Clinical Services Manager 2: Any qualifications required of level 1 and:
- Must possess professional licensure in the State of Oregon as an LCSW, LPC, LMFT, or Psychiatric Nurse Practitioner; AND
- Five (5) years’ post-Master’s experience in behavioral health which includes at least three years of clinical supervision of other professionals including program supervisors.
Clinical Services Manager 3: Any qualifications required of level 1 and 2 and:
- Registration to provide relevant licensing board-approved clinical supervision to professionals seeking professional licensure.
What you’ll do:
The following list represents the essential responsibilities of the position. Other duties may be assigned.
- Participate in the MCCFL Management Team to develop, coordinate and prioritize MCCFL mental health services.
- Ensure that clinical documentation is timely and meets Oregon administrative, CCO, and Medicaid regulations and requirements.
- Ensure effective and efficient use of staff and agency resources through targeted performance standards.
- Develop and facilitate new programs and clinical practices that meet standards of Evidence Based Practices as defined by the State of Oregon and SAMSHA.
- Prepare bi-annual plans as required by agency and State of Oregon requirements.
- Ensure that department staff follow all electronic health record and management information system procedures.
- Develop and monitor budgets for assigned programs in collaboration with the Accounting Manager.
- Serve as trainer and consultant to other state and regional programs as approved by the Executive Director.
- Participate (as needed) in agency emergency services on a 24-hour, rotating basis.
- Attend community partner meetings as appropriate to keep the community informed, knowledgeable, and involved in outpatient mental health services provided by MCCFL.
- Regular and reliable attendance; professional communication; maintaining confidentiality.
