Job Summary and Qualifications
The Director of Outpatient Services is responsible for the supervisory and operations of all outpatient programs (partial hospitalization, intensive outpatient, etc.), and manages all activities involving outpatient referrals from initial call through completion of treatment plans, coordinating caseloads, developing and managing the outpatient staff, and marketing the program. The Director, under the direction of the Senior Director of Clinical Services will oversee staffing, supervision, risk management, quality improvement, and related activities. The Director is responsible for identifying the need for, and implementing and complying with all unit and hospital standards. The Director will provide professional leadership as an advanced level clinician; provide management of outpatient treatment services, may provide direct mental health services to individuals; work with other team managers to assure coordination and cooperation between the outpatient team and other mental health programs.

Specific Job Functions
CASE MANAGEMENT REFERRALS
- Collaborate with the Director of Assessment and Referral to coordinate referrals from that department.
- Develop and maintain processes for direct referrals to outpatient, including recording new outpatient referrals as the calls come in, checking insurance, procuring paperwork on cases as necessary to get authorization, sending paperwork to referral source or family on new cases, starting and organizing patient charts, overseeing their completion, managing and scheduling of new clients.
- Assess referrals and manage a triage process to avoid a waiting list. Assess for child, parents, family, AODA issues, mental health issues, and behavioral/health/mental health history or delegate to staff.
MARKETING AND REFERRAL DEVELOPMENT
- The Director of Outpatient Services manages facility participation in managed care networks, finds new networks to join and markets to them.
- Develop lists of prospective referral sources.
- Maintain database of referrals, referral sources, caseloads, and contacts.
- Assist with marketing, help develop marketing materials, maintain periodic contact with all potential resources and send referral materials to sources.
- Develops and maintains an ongoing relationship with local advocacy groups, consumer groups, advisory boards, committees and governmental bodies.
MANAGEMENT of STAFF
- The Director of Outpatient Services works with staff to maintain up-to-date professional credential files.
- Direct staff meetings and keep staff apprised of new developments.
- Maintain awareness of caseload needs of all outpatient therapists.
- Assess staff satisfaction.
- Assign cases.
- Maintain updated resumes of staff and monitor staff files for updated credentials.
- Monitor productivity per staff member by hours billed.
- Screen, interview, and select employees.
- Help with recruitment, including psychiatrists, consulting psychologists, and other staff.
- Manage outpatient staff charts for compliance with standards.
- Coordinate space allocation for outpatient staff.
- Train new staff on program and on facility orientation.
- Organize and monitor peer staffing and consultation.
- Problem solves staff problems with performance, needs, and cases.
- Help staff obtain Medicaid provider numbers and licenses.
PROGRAM
- Work under the direction of the Senior Director of Clinical Services to maintain statistics on the activities of the department, recommend strategies for improvement in performance, productivity, and profitability, and continuous quality improvement for outpatient services through development of procedures, manuals, training materials, participation in trainings, best practices, using staff and the research literature as resources.
- Recommend in-service topics.
- Maintain awareness of key literature in developing, evidence-based treatments.
- Assist in development of outcome and patient satisfaction measures and collecting data.
- Plans, develops, implements and evaluates the outpatient treatment program; defines needs and establishes goals and objectives; ensures service and record keeping compliance according to all applicable State Administrative Rules, Mental Health Organization agreements, State Financial Assistance Agreement and County policies and procedures.
- Works closely with the Senior Director of Clinical Services and the Quality/Risk Management Department in development and annual update of policy and procedures, new program services and the program's budgets.
- Establishes effective working relationships and provides consultation and/or liaison with noncontract agencies serving the target population; assists in representing Portsmouth Regional Hospital to the community.
- Prepares monthly reports regarding revenue, discharges, admissions, etc. and special reports as needed.
- May provide direct client services as needed.
- On call assignment after hours as required.
Qualification Requirements:
Education: Possession of a Master's degree from an accredited college or university in a behavioral, social, nursing, or medical science or any equivalent combination of experience and training; three year's post-Master's experience in a professional practice in a mental health agency or a social agency closely allied to mental health.
Licensure: Current licensure as appropriate (LCSW, LPC, Registered Nurse, etc.).
Certifications: Basic Life Support (CPR-for healthcare providers) required. CPI completed as a part of the general hospital orientation.
Experience: Two years’ experience as a supervisor or administrator required in a behavioral healthcare setting performing clinical assessments or in a clinical treatment setting. Extensive experience in human services, program development, supervision, and administration is required.
