Performs difficult professional and administrative work administering policies and ensuring development and construction plans comply with applicable ordinances, statutes, and regulatory requirements; does related work as required. Work is performed under the general direction and supervision of the Water Resources Engineering and Construction Manager. Supervision is exercised over subordinate personnel.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Key Responsibilities:
- Planning, supervising, designing, and providing professional seal and/or advice on engineering projects.
- Developing and administering policies and programs.
- Administering engineering contracts; maintaining records and files; preparing reports.
- Serves as supervisor of programs and capital improvement projects as assigned.
- Administers the City of Monroe Water Resources Department backflow/cross connection program.
- Administers the City’s Self Permitting Program for water and sewer main construction.
- Administers the City’s Sewer Asset Management and/or Water Asset Management programs.
- Completes annual and quarterly reports and correspondence with North Carolina Department of Environment and Natural Resources.
- Reviews building permits; provides oversight of engineering staff.
- Develops water and sewer specifications; completes designs and bid documents.
- Conducts scheduled reviews and updates and required correspondence.
- Researches, develops, implements, and administers policies relating to water and sewer main extensions.
- Supervises engineering staff personnel; assists in the recruitment, selection, discipline, and evaluation of department personnel.
- Provides technical assistance to the Maintenance and Construction Division.
- Assists with the preparation of the annual budget and makes recommendations for the Capital Improvement Plan.
- Provides customer service support for citizens, Council members, developers, associates, etc.
- Performs the duties of Water Resources Engineering Manager when required.
Qualifications:
Comprehensive knowledge of the principles and practices of civil engineering as applied to water and sewer main construction, pumping stations, and land development; ability to plan, lay out, and direct the work of subordinates; ability to inspect projects for compliance with ordinance and code provisions; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems; ability to establish and maintain effective working relationships with City officials, associates, land developers, and the general public; skill in the use of civil engineering instruments and equipment; ability to present technical information and communicate ideas effectively, both orally and in writing.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil engineering or related field and extensive experience in civil engineering work.
Possession of a North Carolina Professional Civil Engineering License.
Possession of an appropriate driver's license valid in the State of North Carolina.
