Open Until FilledGENERAL DESCRIPTION:This Education Program Consultant position is responsible for implementing the statewide assessment system with the goal of ensuring federally approved assessments that are instructionally supportive and provide relevant, reliable, valid, and timely data. Duties include reviewing and updating test delivery systems and workflow processes, test forms and items, and assessment manuals and documents. Duties also include monitoring test security practices and providing technical support to schools and districts. This position will focus on and be the project manager of the state assessment. The successful candidate will create and manage timelines, schedule and facilitate statewide committee meetings, and provide support for districts, including professional development. This position requires strong written and verbal communication skills and organizational skills.Human Resource Contact: Pam Glick / pam.glick@wyo.govESSENTIAL FUNCTIONS:- Develops and implements state-level activities for educational programs.
- Monitors programs for compliance with regulations and provides feedback to districts or sub-grantees.
- Identifies potential problems and devises solutions.
- Disseminates professional trends by presenting information at meetings, workshops, and/or conferences.
- Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and to implement new programs.
- Plans and conducts workshops and trainings on state and/or federal programs.
- Authority to ensure compliance.
- Develops program budget, approves grants and funding, and monitors appropriateness of expenses to meet project goals.
- Determines goals in professional development to ensure all job functions can be met.
- Oversees completion of state and federal reporting requirements.
PREFERENCES:Preference may be given to individuals with a degree in education and with classroom teaching experience.
KNOWLEDGE:- Knowledge of the state fiscal and budget process.
- Knowledge of statewide assessment and accountability systems, practices, and standards.
- Knowledge of research design, data analysis, and practical application to large-scale assessment development and implementation at state and local levels.
- Knowledge of interpersonal communications.
- Knowledge of large-scale project planning and organization.
MINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Education)
Experience:1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OREducation & Experience Substitution:4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

PHYSICAL WORKING CONDITIONS:- Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
- Special physical demands are not required to perform the work.
