The NC State Health Plan is hiring a Sr. Manager of Pharmacy Benefits to manage Pharmacy Benefits Manager (PBM) pharmacy operations, the Employer Group Waiver Plans (EGWP) program, and EGWP enrollment. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.
Recruitment range: $95,000 - $120,000
This position has been designated as Exempt in accordance with North Carolina General Statute § 126-5 (c1)(c23) (24).
About the State Health Plan
The North Carolina State Health Plan for Teachers and State Employees, a division of the Department of State Treasurer, provides health care coverage to more than 727,000 teachers and local school personnel, state employees, retirees, current and former lawmakers, state university and community college faculty and staff, and their dependents.
The Plan Integration (PI) team provides operational oversight for the Plan’s contract administration with the third-party administrator, pharmacy benefit manager, enrollment and eligibility, billing, and other related services vendors.
Responsibilities
The Sr. Manager, Pharmacy Benefits plays a critical role in ensuring that the State Health Plan’s mission, vision, and core values are reflected across all its products for the benefit of members and key stakeholders. Duties include, but are not limited to:
- Program leadership and subject matter expertise (SME) for pharmacy benefits and PBM operations which includes oversight of the PBM contract and relationship.
- SME for Medicare Part D and will develop, implement, and manage operational processes to ensure maximum receipt of retiree drug subsidy.
- Develop project and process documentation including, but not limited to, administrative decision memos (ADM), process flows, and business requirements documents (BRD) required to implement new products and services with Plan vendors.
- Collaborate with other program managers, project staff, and business owners to ensure business requirements and workflows are documented appropriately.
- Some travel is required - 5%.
Eligible to telework one day per week once fully oriented.

Minimum Requirements
Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
- Must have health plan operations and Medicare health benefit enrollment experience.
- Strong program and project management skills with the ability to track and work on multiple projects simultaneously.
Management Preference
- 5+ years of progressive experience in program and/or technical project management with a heavy emphasis on PBM operations, Part D administration, and pharmacy benefits.
- Project Management Professional (PMP) Certification is a plus!
Bachelor's degree and direct health plan operations and Medicare enrollment experience.
