The County of Riverside Information Technology Department is seeking a GIS Supervisor Analyst to support the growing County GIS demands.
The GIS Supervisor Analyst is responsible for overseeing, planning, and organizing the work of the GIS team. The GIS Supervisor Analyst exercises the full scope of supervision which includes accountability for coordinating, monitoring, and evaluating the work of subordinate staff; participating in the employee selection process; training, coaching, counseling, and mentoring employees; authority to approve timesheets and leave requests, investigate complaints and performance issues, and issue formal disciplinary action. This position requires hands-on technical skillset in reviewing, analyzing, and integrating GIS Solutions to ensure alignment with the County's business goals. Under the direction of the IT Manager, the GIS Supervisor coordinates in assigning tasks, monitoring performance, and conducting formal personnel actions, while also ensuring GIS systems comply with County security standards, backup strategies, and business continuity planning.
Additionally, the GIS Supervisor identifies new technologies for pilot projects, directs their implementation, and establishes future technology standards in alignment with the IT management.
Incumbents in this class are characterized by supervisory responsibilities for the work of GIS Analysts, GIS Specialists, and support staff in specialized units that execute a high degree of leadership, technical, and supervisory skills.
The department desires candidates with at least 4 years of progressively responsible GIS experience, proficient to advanced in the operation of GIS software including but not limited to ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, and ArcGIS field apps. Candidates skilled at remote sensing and satellite imagery and statistics as applied to GIS related work database structure and design data management tools with supervisory or lead experience are highly preferred.
Key Responsibilities:
- Supervises, plans, organizes reviews, analyzes, and evaluates the work of professional GIS staff.
- Collaborate with external stakeholders, including other government agencies, contractors, and the public, to provide GIS data and solutions.
- Implement and maintain GIS technology applications and architecture to support the County's and department's business goals.
- Conduct systems analysis on GIS application development projects.
- Implement work plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities.
- Identify new and emerging technologies for use in County government; determine appropriate times for pilot projects and direct implementation as necessary to test concepts, set or modify standards and architectures, and establish plans for future implementation.
- Ensure GIS and open data systems compliance with County security standards and policies, industry backup and recovery strategies, and appropriate business continuity planning.
- Manage a portfolio of GIS projects to be accomplished in the short- and long-term.
- Derive statistics and create reports and documents derived from GIS data.
- Provide technical assistance and training to subordinate personnel.
- Perform data modeling and integration with geospatial layers and enterprise databases.
- Prepare technical documentation including data specifications, user requirements, and procedures.
- Coordinate version and change control processes and procedures.
Minimum Qualifications:
Option I
Education: A Bachelor's Degree in computer science, geography, cartography or closely related field.
Experience: Three years of sub-professional or professional GIS experience one year of which must have been in a lead or supervisory capacity.
Option II
Experience: Seven years of sub-professional or professional GIS experience one year of which must have been in a lead or supervisory capacity. (College courses preferably in one or more of the following: GIS, automated mapping geography, or computer science may substitute up to two years on the basis of 30 semester or 45 quarter units equaling one year of experience.)
Knowledge and Ability:
Knowledge of: Geographic Information Systems; organizational dynamics; GIS related work; technical report writing and the principles of personnel supervision and employee training; survey principles and methods; familiarity with a variety of rational databases, operating systems GIS software including but not limited to ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise and ArcGIS field apps.
Ability to: Examine, analyze, and process GIS data; compile complex written technical reports; establish and maintain cooperative relations with representatives of departments and agencies; represent the department at meetings with other departments, agencies, or the public; plan, organize, and supervise the work of subordinate personnel.
Other Requirements:A successful Security Clearance conducted by the Sheriffs' Department may be required for this position within the Riverside County Information Technology Department in some cases.
