Position Summary:
This guide outlines the minimum position qualifications and responsibilities of the Case Manager role in Transitional Foster Care for Unaccompanied Children (UC) programs.
This position requires pre-approval from the Office of Refugee Resettlement (ORR) and the Migrant Wellness Program. Before hiring the candidate, please submit the candidate’s resume to your Migrant Wellness Program Manager for review. If the candidate meets the minimum required qualifications, the materials will be elevated to the ORR Project Officer for final approval.
Role and Responsibilities:
The Case Manager is responsible for helping children and families with the reunification process by providing casework and supportive services to children in foster care, which includes communicating with and assessing any family members identified or referred for potential sponsorship and assisting with sponsorship applications as needed. The Case Manager is responsible for the intake, assessment, case planning, service coordination, monitoring, and discharge of the Unaccompanied Children referred to CHRIS 180. In addition to casework and supportive services, the Case Manager will also be responsible for communicating with stakeholders in an effective and timely manner to ensure case continuity.
This position is expected to function effectively with moderate supervision while following the guidelines given on procedures, along with the agency, federal, and state regulatory requirements.
Responsibilities & Functions:
The suggested functions below have been compiled from ORR Policies and Procedures, the Manual for Operating Procedures (MAP), and best practices.
- Ensure that all assigned youth on your caseload and under your supervision receive mandatory services while in care including but not limited to mental health, medical, recreational, educational, and other supportive services by the time and documentation expectations of the program.
- Develop and complete assessments, service and treatment plans, progress notes, incident reports, and any other necessary documentation promptly.
- Create a trusting and safe relationship with the client and encourage the personal growth of the client.
- Maintain accurate and current information on children in care, while ensuring ORRs, Migrant Wellness, and the program’s documentation practices and reporting requirements are met.
- Actively participate in weekly staff meetings with the clinical team and stakeholders.
- Attend weekly meetings with supervisor to consult on cases, review case plan decisions, and evaluate client participation and progress.
- Maintain effective communication with community agencies or individuals involved in service provision.
- Attend internal and external training and apply newly gained knowledge in providing services.
- Attend and prepare for required court hearings (if applicable).
- Transport clients on an as-needed basis.
- Explore potential community resources and refer UC and families as needed.
- Maintain updated, working knowledge of and adhere to federal (ORR/UC/DHS), state, program, and agency regulations, policy, and operating procedures.
- Have the ability to work flexible hours and work independently within the field.
- Provide translation support as needed for clients, sponsors, and staff.
- Comply with laws and regulations regarding client confidentiality.
- Perform other duties as assigned.
Required Position Qualifications:
ORR and Migrant Wellness have mandated the qualifications outlined below and must be included in your job description for a Case Manager:
- Bachelor’s degree in Human Services, Social Work, or a related field of study from an accredited college
- At least one (1) year of child welfare case management experience
- Bilingual in Spanish and English.
- Ability to handle a maximum caseload of 8 clients.
- Must be 21 years of age and pass a criminal history screen, including state and local child protection agency registries.

Salary: $57,000.00/annually & $3,000 New Hire Sign-On Bonus

Schedule:
- The Case Manager works an average of 80 hours bi-weekly
- The work schedule requires flexibility to meet the needs of the program and availability on an emergency or project basis. Primary hours are between 8:00 am-5:00 pm and evening and/or weekend hours could be required.
- Includes on-call responsibilities.
- Due to schedule or other operations necessities, the organization may transfer an employee to another location or shift, either on a temporary or permanent basis as this position is an employee of CHRIS 180, not the program.
