MINIMUM QUALIFICATIONS REQUIRED:
- High School Diploma or GED Certificate.
- Bachelor's Degree in Civil Engineering from an ABET accredited institution. Master's Degree preferred.
- Professional Engineers license.
- 15 years in a senior Engineering position in the SFCB PL86-121 Program.
- 10 years water/wastewater, engineering and construction experience.
- 10 years in a supervisory capacity.
- 10 years of direct experience with federal sanitary water/wastewater funding programs and regulatory compliance and requirements.
- Valid Driver's License required (subject to motor record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
- Develops staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
- Manages the supervision of Water/Wastewater Department personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
- Develops and manages measurable performance expectations for assigned staff according to department goals, objectives and unmet needs.
- Manages and ensures compliance with the rules, regulations, and policies of enforcement agencies.
- Achieves financial objectives by preparing and managing annual budget; reviews and approves expenses, write offs and work order fund process; presenting and justifying budget recommendations to appropriate personnel.
- Promotes employee safety awareness, conducts safety meetings and enforces rules and regulations.
- Directs and participates in the planning process between NTUA and outside agencies such as NHA, IHS and BOR leading to future orderly development and growth of the business.
- Conducts regular staff meetings to ensure communication between personnel, departments, and accounting-related activities.
- Directs and reviews planning and quality checking large scale Federal and State Government water treatment, transmission and conveyance projects.
- Manages quality assurance and control of the Federal PL86-121 Sanitation Facilities and Construction Branch projects constructed and transferred to NTUA for operation and maintenance.
- Manages new major construction including major trunk-line projects; renovation and upgrades of current infrastructure and treatment plants.
- Develops operation and maintenance programs.
- Coordinates internally and pursues externally water and wastewater funding options including grants and low interest loans. Oversees the applications process; ensures compliance with all regulations and report requirements. Ensures process efficiency and technical aspects are completed and viable.
- Ensures projects meet deadlines and that regulatory compliance is achieved including the review and approval of USDA documents and requirements along with assuring that all deficiencies are addressed and tracked.
- Oversees all technical training programs for all levels within the department.
- Directs project management activities that encompass all phases of the projects, including preliminary planning, project meetings, designs, construction activities, and provides schedules and timelines. Performs monitoring, tracking and reporting on the projects to the management.
- Directs departmental initiatives to improve effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives toward the establishment of district-wide planned maintenance programs.
- Prepares or assists with the preparation of scheduled and/or ad hoc statistical and narrative reports; performs information gathering and analysis and/or forecasting, as specifically directed.
- Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
- Directs and coordinates emergency response activities associated with the Water Department.
- Performs other duties as assigned.
