Job Description:
The Chief Administrative Officer (CAO) serves as a strategic advisor and leader, overseeing and ensuring the efficient operation of key administrative functions within the Watershed Protection Department. Reporting directly to the Office of the Director, the CAO is responsible for providing leadership to the Human Resources, Administrative Services, Safety Resources & Emergency Management, Department Executive Assistant, and Request for Council Actions (RCA)/Council Item Update Report (CIUR) Coordination sections/programs. This position plays a pivotal role in aligning departmental policies, resources, and processes with the organization's mission and goals, fostering a culture of operational excellence, compliance, and service delivery. The CAO ensures cross-functional coordination, promotes employee development, and drives continuous improvement initiatives to support the department's commitment to watershed protection, safety, and community service.
Minimum Qualifications
- Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to Business, Finance, Accounting, or Economics, plus five (5) years of experience associated with department-wide budget programs or programs associated with operational services, of which three (3) years must be supervisory.
- Master's degree in Business, Finance, Accounting, Economics, or other related field may substitute for two (2) years of the required managerial experience.
Preferred Qualifications
- Experience working with more than one of the programs that will be overseen (i.e., Human Resources, Administrative Services, Safety Resources & Emergency Management, Department Executive Assistant, and RCA/CIUR Coordination sections/programs).
- Demonstrated ability to take on complex programs or tasks.
- Ability to travel to multiple sites as part of regular job duties.
Duties, Functions, and Responsibilities
- Plans, organizes, directs, audits, and controls support services within the department.
- Analyzes business and workforce needs to develop targeted short and long-range strategies.
- Works to align the programmatic services and activities of internal systems.
- Provides solutions to complex problems and resolves difficult issues.
- Develops and evaluates strategic plans and establishes criteria for various projects.
- Administers contracts and vendors to ensure delivery of agreed-upon deliverables.
Knowledge, Skills, and Abilities
- Knowledge of business case development, strategic business planning, and performance measurement.
- Skill in oral and written communication.
- Ability to analyze and resolve irregular events.

Pay Range
$48.38 - $62.90
Hours
8:00 a.m. to 5:00 p.m. Monday - Friday with the ability for a 60% telework schedule after the initial training period.
