What you will do at Precinct One
The Deputy Chief Operating Officer reports to the Chief of Operating Officer (COO) and is the primary team member providing project leadership and coordination support to the COO. The COO is responsible for supporting and monitoring the implementation of the Precinct’s strategic direction, facilitating the development and implementation of policies and procedures as well as managing divisions: Development and Infrastructure (including Planning, Parks, and Road and Bridge subdivisions), Human Resources, Shared Services, and the Commissioner’s Engagement Team. The COO also manages the Precinct’s Legal Advisor and the Compliance Officer.
The Deputy Chief Operating Officer works with and aids in coordination of division directors and team members that report to the Chief Operating Officer as well as manages select projects and tracks the projects and priority items in the COO’s portfolio. The Deputy Chief Operating Officer also works with the Chief of Staff (and Deputy) and the Chief Financial Officer on select projects and is available on an as-needed basis to support the Commissioner.
Essential Duties and Responsibilities
- Lead the development of key performance indicators for the Precinct’s work and that demonstrate progress on the Precinct’s strategic direction (and forthcoming new strategic plan), including managing data collection and development of indicators; managing regular reporting of the indicators and supporting the integration of indicators in the Precinct’s annual budget process.
- Support, with the Chief Operating Officer and the Compliance Officer, the development of, establishment of, and compliance with policies and procedures for divisions that generate effective and efficient outcomes. This may include defining workflow for work product to ensure efficient execution of work.
- Gather, investigate, research, analyze, and/or study policy matters impacting or otherwise relevant to County and/or Precinct operations.
- Research, write, edit, and/or coordinate preparation of special reports, briefings and presentations; craft and edit messages, letters and other communications on behalf of executive leadership and the Chief Operating Officer.
- Support the Chief Operating Officer with briefing materials, talking points, and other preparations for meetings—and serve as a surrogate for the Chief Operating Officer when needed.
- Maintain ongoing awareness of best practices for operations and evolving discourse around policy positions relevant to Precinct One and Harris County through contacts in peer offices, jurisdictions, and associations, as well as through literature from associations, think tanks, and higher education institutions, among other sources.
- Manage select projects for the Chief Operating Officer, track project status for key projects, and provide the Chief Operating Officer and executive leadership with regular updates on project status, as well as engage the Chief Operating Officer and other partners to drive projects forward and meet project milestones.
- Support the Precinct during emergencies by primarily serving as the Precinct’s representative at Houston TranStar during activation and with the Office of Emergency Management, and transmit evolving information regarding an event to Precinct leadership during the event as well as advise Precinct leadership on resources and opportunities available to the Precinct and to the Precinct’s residents.
- Completes other duties and tasks as assigned.

What you will bring to Precinct One
Education:
- Bachelor’s Degree from an accredited college or university.
Experience:
- Seven (7) years of related increasing professional responsibility, such as managing strategic projects, operations, teams, or divisions.
- Three (3) years of management experience.
- Demonstrated organizational skills; strong project management experience; ability to manage and execute multiple priorities; ability to meet challenging work deadlines; ability to prioritize among conflicting demands.
- Experience with developing an understanding of complex matters, distilling the information to its critical elements, and communicating those elements clearly to others with less knowledge of the matter.
- Experience with communicating clearly and effectively on complex matters, in writing, and in meetings.
- Experience with addressing complex situations and working through to practical, feasible, effective solutions, often under constrained timelines.
- Demonstrated experience developing policies and procedures, documenting workflows, and identifying and leading the implementation of organizational improvement.
Knowledge, Skills, and Abilities:
- Knowledge of how equity may be integrated into operations, administration of services, and policymaking, and support championing equity in the Precinct’s operations and policy positions.
- Ability to conduct policy research and deliver policy recommendations for consideration.
- Ability to develop, coordinate, and implement program, service delivery, or other operational changes.
- Excellent organizational and project management skills, and ability to manage multiple projects effectively.
- Knowledge of public budgeting, and familiarity with the process of developing a budget and recommending the allocation of funds.
- Ability to demonstrate good administrative and supervisory skills.
- Strong interpersonal relationship skills. Must be able to demonstrate tact and diplomacy.
- Ability to work in a highly confidential environment, receiving clients and dealing with public inquiries.
- Ability to write clearly and concisely on a wide range of matters.
- Capacity for innovation in operations.

Education:
- Master’s in Government, Public Policy, Public Administration, or Relevant Field, or Juris Doctorate Degree (preferred)
Experience:
- Demonstrated experience with managing to a strategic plan, including leading the development and reporting of associated key performance indicators to demonstrate progress on a strategic plan (preferred)
- Demonstrated professional work experience working on behalf of or working with various governmental agencies (preferred)

Work Environment and Physical Demands:
- This job is performed at a workstation in a professional office environment, as well as at other locations such as community centers, meeting halls, and various public offices. Telework opportunities are provided. This role requires knowledge of and ability to use standard office equipment, such as computers, phones, printers, and copiers.
- The Deputy Chief of Staff is a standard office role that requires remaining stationary for long periods. At times files or boxes weighing up to fifteen pounds must be transported.

About Precinct One:
There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.
With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.
Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium.
