The City of Richmond is actively seeking a dynamic and results-driven individual who is committed to enhancing community well-being to assume the role of Executive Director of the Richmond Housing Authority. Reporting directly to the Economic Development Director and functionally to both HUD and the City’s Board of Commissioners, the Director will play a pivotal role in shaping the future of housing services in Richmond. This leadership position involves developing strategic plans, setting goals, and defining objectives aimed at advancing housing initiatives and overseeing a robust pipeline of development projects. Annual salary for this classification is as high as $223,176 with an additional approved Cost of Living Adjustment of 5% on 1/1/2025. The Executive Director of the Housing Authority is exempt from the classified service, and the incumbent is an at-will employee who serves at the pleasure of the appointing authority. The Executive Director develops plans, goals, and objectives to improve housing services. Trains and supervises staff and develops departmental policies, procedures, goals, and budgets. Develops and implements strategic plans that meet community and City needs. Participates as a member of the City’s Executive Team in addressing general City policies, programs, and community concerns.

Essential Duties:
- Participates in the management and operation of, and planning for all Housing Authority projects.
- Analyzes current departmental policies and standards and formulates recommendations for changes and improvements.
- Prepares and develops operating budgets and performs ongoing maintenance to achieve established goals within budgetary constraints.
- Processes applications, contracts, and related U.S. Department of Housing and Urban Development (HUD) documents required for the development of new public housing projects.
- Maintains accurate records of all fiscal activity and Housing Authority expenditures.
- Monitors for compliance with Housing Authority policies and procedures and HUD/agency occupancy standards.
- Compiles reports for the Housing Authority Board, Housing Advisory Committee, HUD, and other governmental agencies, as required.
- Oversees the implementation of the Public Housing Authorities Recovery and Sustainability (PHARS) Initiative.
- Directs and monitors the quality of resident selection processes and the effectiveness of the resident services provided by communities.
- Conducts regular community visits for training, counseling, inspecting, and monitoring of community procedures.
- Participates in the maintenance of property by investigating and resolving tenant complaints, enforcing rules of occupancy, inspecting vacant units, and ensuring necessary repairs and renovations.
- Attends regularly scheduled meetings with Housing Advisory Commission, Housing Authority Board, and other stakeholders and governmental agencies.
- Collaborates with resident and community stakeholders annually to develop and submit both the Annual Plan and the Admissions and Continuing Occupancy Plans.
- Serves as Secretary to the Board of Commissioners and maintains responsibility for meeting agendas and minutes; serves as a board member to other RHA-related LLCs.
- Performs related work as required.
Required Education and Experience:
- Bachelor’s degree from an accredited college or university in Business or Public Administration or a related field. A Master’s Degree is highly desirable.
- Seven (7) to nine (9) years of progressively responsible experience in public housing or closely related field, with two (2) years of supervisory experience.
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.
Required Licenses or Certifications:
- Must be able to travel to various locations within and outside of Richmond to meet program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
