Palo Alto Veterans Institute for Research (PAVIR) supports the nation's second largest research program of the Veterans Health Administration and is looking for a dynamic and experienced Associate Director of Finance and Operations (ADFO) to join our Leadership Team. Reporting directly to the CEO, the ADFO will perform complex financial duties, including strategic financial planning, sustainability plans, and financial projections. The ADFO will also ensure consistency and harmonization of policies, procedures, and practices within PAVIR's Administrative Office, with a strong focus on research administration, financial systems, information technology, facilities and purchasing. This role is pivotal in supporting PAVIR's mission to advance Veteran and public health through research.

JOB RESPONSIBILITIES
Strategic Planning and Leadership:
- Serve as a member of the Leadership Team, contributing to strategic business planning, development, implementation, and evaluation.
- Analyze PAVIR's infrastructure, systems, and data, and develop solutions to improve operations and data integrity.
- Continuously present key financial, operating, and programmatic metrics to inform strategic decisions.
- Participate in professional development activities.
Financial Management and Analysis:
- Partner with the CEO to lead and manage PAVIR's fiscal strategy, ensuring resource allocation is prudent and transparent.
- Prepare and present monthly financial results and analyses, generating long-term financial models and projections.
- Provide open communication on budgetary decisions, investments, and financial performance.
- Ensure compliance with local, state, and federal regulations and PAVIR policies.
Operations and Program Management:
- Develop and maintain disaster recovery plans and oversee PAVIR space at a federal facility.
- Oversee the Purchasing department, ensuring strategic alignment with financial objectives and compliance.
- Implement a strategic technology plan and evaluate PAVIR's security needs.
- Maintain and update hardware and software for the administrative office.
Leadership and Mentorship:
- Provide leadership and vision for a diverse team, setting goals, managing workloads, and providing feedback.
- Develop training programs for department staff and ensure continuous professional development.
- Make decisions on complex administrative and operational issues, ensuring efficient and effective operations.
Process Improvement:
- Identify policy needs and maintain Standard Operating Procedures (SOPs).
- Streamline processes to ensure they are clear and user-friendly.
- Perform quality assurance on database entries to ensure reliable data for standard reports.
QUALIFICATIONS
Required:
- Master's degree or equivalent experience required
- Master's degree or equivalent in Business Administration, Health Care Administration, Public Health, Research Administration, or a related field desired.
- Seven to nine years of progressively responsible leadership and management experience, preferably in a nonprofit.
Preferred:
- Certificate in Public Accounting or other advanced certification.
- At least ten years of broad operational and financial experience, ideally in an educational or research institution.
Skills and Abilities:
- Excellent analytical, problem-solving, and organizational skills.
- Proven leadership abilities and experience with organizational change and process improvements.
- Strong project management, decision-making, and planning skills.
- Ability to manage and develop staff, lead teams, and communicate effectively at all levels.
- Proficiency with MS Office Suite and experience with IT infrastructure management.
- Ability to handle confidential issues professionally and stay current with job knowledge and technology.
