The Pasadena Planning & Community Development department is seeking an experienced and knowledgeable Principal Plans Examiner in the Building & Safety Division. The Principal Plans Examiner reviews the most complex building plans, structural calculations, and specifications for compliance with established building codes and other applicable laws and ordinances; prepares comprehensive plans; reviews reports; supervises the plan review section; performs related work as assigned. The Principal Plans Examiner is the first line supervisory class reporting to the Building Official and the incumbent is required to supervise, direct, and review the work of assigned staff. In addition, the incumbent of this position is required to be a registered Professional Civil Engineer in the State of California.
The Building & Safety Division provides plan review and construction inspection services to enforce minimum standards to safeguard life or limb, health, property, and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures.
IDEAL CANDIDATEThe successful candidate will be a fundamental part of the Building and Safety team. The ideal candidate will have experience working in local jurisdictions, with the ability to handle issues of a political or sensitive nature in the absence of the Building Official. The candidate possesses experience reviewing a variety of plans such as residential, multi-family residential, mixed-use, and commercial and industrial construction projects. The candidate possesses excellent interpersonal and communication skills as they may be assisting customers at the public counter. The ideal candidate will be experienced supervising staff with the ability to discern which plan checks to assign to the appropriate staff.
JOB RESPONSIBILITIESThe major responsibilities for this position are listed below:
- Supervises, directs, assigns, and reviews the work of assigned staff responsible for checking plans and specifications and structural calculations for residential, commercial, industrial, and public buildings and structures for compliance with building codes, grading ordinances, and other related county, state, and federal laws; ensures that plans meet the requirements of related building codes, regulations, and restrictions; makes corrections of deficiencies where required.
- Conducts the plans review for complex building projects and priority projects; resolves issues/concerns related to the plans examining process.
- Selects and awards contracts for plan review consultants; prepares request for proposals, analyzes bids and recommends selection of consultants; monitors and supervises consultant plans examining to ensure compliance with applicable codes, regulations, and laws; reviews consultant invoices and approves payment.
- Supervises and directs the tracking of projects to ensure timely processing of plans.
- Responds to the more difficult and complex verbal or written inquiries; provides technical training and assistance to engineers, architects, contractors, other City personnel, and the public; interprets and explains requirements and restrictions relative to building codes, ordinances, regulations, policies, and procedures; develops alternative methods to comply with those requirements and restrictions.
- Assists in researching and developing code changes or procedural changes to enhance customer services.
- Assists in the selection of section employees; plans, organizes, quality controls, and assigns work; conducts or directs staff training and development; reviews and evaluates employee performance; recommends disciplinary action.

EDUCATION AND EXPERIENCEMinimum Qualifications:
- Bachelor's degree in civil or structural engineering or architecture and
- Three years of experience in structural design, architecture, or plans examining including one year in a lead or supervisory capacity
- Must possess or have the ability to obtain a Class C California driver's license and a satisfactory driving record.
- Must be registered as a Professional Civil Engineer in the State of California and have an International Code Council (ICC) Certification as a Plans Examiner.
SELECTION PROCESSThe selection process will consist of a training and experience evaluation, subject matter expert review, an interview panel, a department-level interview.
