Purpose and Scope: The Capture Manager provides capture process leadership to capture strategic business opportunities, builds, trains, and leads a capture team capable of executing all aspects of the capture plan and capture/proposal processes. Responsible and accountable for all capture activities.
Essential Responsibilities:
- Plans, directs, and controls all activities related to the capture effort for large, complex bids including accountability of all phases of capture management.
- Develops capture strategies that synthesize information regarding the customer, competitors and the company’s strengths and weaknesses.
- Creates a sound business case and value proposition that melds customer requirements with corporate goals and objectives.
- Translates the win strategy into a comprehensive capture plan including win themes and discriminators, competitive analysis, price-to-win, and a customer engagement plan.
- Communicates the vision of success that inspires and energizes the capture team.
- Builds an organization structure required to win and enables a smoothly operating capture team.
- Gains and maintains stakeholder (senior management, partners, teammates) buy-in and support.
- Justifies the cost of resources required to win.
- Develops and manages the capture budget, including the bid and proposal budgets.
- Develops appropriate teaming strategies, including definition and negotiation of teaming agreements.
- Develops, leads, and presents step reviews.
- Mentors junior capture and marketing managers as assigned, instilling practices and behaviors that improve efficiency and effectiveness.
- Provides leadership in fostering interdependency and maintains process accountability.
Minimum Position Knowledge, Skills and Abilities Required:
- Bachelor’s degree in a field related to business development such as business administration.
- Two (2) years’ experience in business development or related discipline can be substituted for each year of the four (4) years of college.
- Twelve (12) years of Federal contractor experience supporting business development and/or capture activities to include related technical or program management experience; at least four (4) years focusing on capturing large government opportunities.
- May substitute Federal government employment experience as either a Sr. Business Development Specialist, Supervisory Business Operations Manager, or Government Program Manager in lieu of Federal contractor BD experience.
- Proven results at competitively winning new business as a capture manager on programs of increasing value.
- Experience in competitive analysis, customer analysis, win strategy development, conducting step reviews and price-to-win analysis.
- Successful completion of Capture Management training courses is desirable.
- Positions may require U.S. citizenship for purposes of obtaining clearances. Additional clearances may also be required from the DoD.
Desired Experience / Skills:
- Relevant experience in program management, contract management.
- Formal capture manager training and accreditation.
- Prior US Military service or working in other federal agencies such as DHS, DoS, and/or the intelligence community.
- Strong technical expertise in any of the following areas: base operations support, maintenance, repair and overhaul (MRO), maintenance.
Preferred Qualifications:
International capture experience is desirable.
Work Environment, Physical Demands, and Mental Demands:
- Works in a normal office environment with controlled temperature and lighting conditions.
- Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends and holidays.
- Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail.
