We are looking for a Chief Technology Officer that will direct, manage, supervise, and coordinate the activities and operations of the Information Technology Division (IT), design, develop, implement, and maintain new or revised information technology systems throughout the Town.
Some of the day-to-day duties are listed below:
- Administer and lead information technology support and systems for infrastructure and security, application development, public safety, and business operations, customer support, and geographic information systems (GIS).
- Provide overall responsibility for the Information Technology Division policies, functions, services, and staff. In partnership with all departments, provide thought leadership and lead IT strategic planning process to create and implement technology road-map, plan, and budget.
- Provide overall management, direction, supervision, and coordination for Information Technology Division operations and special projects to carry out the Town's goals, objectives, programs, and priorities for information technology services.
- Supervise IT Division staff and contracted support services. Schedule employees, assign work, and monitor progress; guide, train, and develop employees in the accomplishment of their duties and professional growth; write and conduct evaluations.
- Work with Management, Customers, and IT Staff exploring the feasibility and impact of implementing computer-related technology in the Town. Assess technical feasibility and impact upon existing resources, evaluate alternatives, and make recommendations for overall strategy, implementation priorities, and specific hardware and software products.
- Manage and participate in the development and implementation of information technology initiatives, policies, and procedures in support of Town Council Goals.
- Lead the preparation, maintenance, and implementation of a Town-wide information technology systems plan including continuity of operations; develop and implement improvement strategies; maintain information technology standards in the development of new systems; coordinate with Town management staff to set project goals and priorities; develop and enforce consistent policies for technology use.
- Work with Town Manager's Office, legal counsel, and departments to interpret and comply with regulatory guidelines regarding information privacy, transparency, and retention.
- Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
- Plan, direct, coordinate, and review the work plan for information technology supervisors; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with supervisors to identify and resolve problems.
- Oversee all cybersecurity initiatives for all Town systems.
The ideal candidate has the following qualifications/skills:
- Seven years of increasingly responsible information technology systems management experience including three years of administrative and supervisory responsibility.
- Equivalent to a bachelor's degree from an accredited college or university with major course work in computer science, information technology systems or a related field.
- PMP Certification is desired, but not required for this position.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
